This HEMP is a real threat emerging

EMP Threats in the Year 2010
Scenario #1: China Isolates Taiwan
According to Taiwan’s Ministry of Defense, China’s electronic and information warfare capabilities will pose a real threat to Taiwan by 2010, as China becomes more proficient in using electromagnetic pulse bombs to paralyze Taiwan’s command systems. According to a white paper released by the Taiwanese government in 2002, Taiwan’s capacity to endure the ravages of war is extremely limited. It will have to take offensive action in the form of a decisive naval and air battle to prevent
394 mainland troops from landing on the island. This battle would probably involve joint U.S. forces, as the U.S.-Taiwan Relations Act pledges to "resist any resort to force or other forms of coercion that would jeopardize the security, or the social or economic system of the people of Taiwan."45 Indeed, the United States responded promptly in 1996 with a build up of forces when Taiwan was threatened.
For its part, the United States will rely heavily on information superiority and network-centric operations to meet its Pacific commitments in 2010. According to Admiral Fargo, U.S. Pacific Command (USPACOM) Commander, USPACOM forces will exploit [informational] asymmetries for "significantly greater military capability" at lower personnel levels" through command, control, communications, computers, and reconnaissance (C4ISR) architecture.
At dawn on Easter morning, 2010, Chinese special operations forces detonate a series of hand-carried flux compression generators near unprotected power transmission stations on the island of Taiwan. High energy, low frequency EMP couples with power transmission lines and overloads transformers, causing power failures at key air and missile defense sites. China immediately follows the attack with a salvo of CSS-6 GPS-guided intermediate range ballistic missiles, each carrying multiple conventional vircators.47 The vircators detonate at precise locations above critical strategic targets, decimating computer-based systems with incredibly high power levels and small footprints, minimizing collateral damage. The attack destroys Taiwan’s military command, control, and communications system and disrupts civil telecommunications, leaving the country in a communications blackout. The second wave of vircators immobilizes Taiwan’s key defensive systems, including its high-tech F-16 fighters, air defense radars, and missile systems.
Meanwhile, China launches a separate EMP attack against the USS Enterprise carrier battle group, cruising in the Straits of Formosa. The attack involves a simultaneous wave of hundreds of air launched decoys intermixed with stealthy vircator-carrying cruise missiles. A few of the vircators get close enough to blast highly sensitive radar and communications antennas with high frequency EMP, blinding and segregating the fleet. The attack also affects key kinetic systems, grounding a large percentage of F-18 fighters and immobilizing radar-guided fleet defense missiles. Some airborne pilots are forced to bail out as their flight control computers fail.
Within an hour of such an attack, U.S. and Taiwanese forces would be unable to repel any Chinese follow-on invasion, much less wage an offensive. At the same time, U.S. leadership, half a world away, would
395 have little information and little time to order a response, and the event would expose America’s Achilles’ heel for the world to see. Crippled U.S. naval forces would have to limp home, while other similarly vulnerable forces hurriedly deploy to relieve them.


Telecommunications Threats
Telecommunications are critical to modern society’s function because they enable other key infrastructures like financial markets, transportation, and energy distribution; facilitate business and commerce; provide personal convenience; and allow for coordinated emergency response.63 Fortunately, efforts have been underway since 1985 to harden critical parts of the U.S. telecommunications infrastructure from HEMP.64 Its four major elements—wireline, wireless, satellite, and radio—have overlapping capabilities and different vulnerabilities to EMP. After an attack, some portion of the system would still be intact but would be overloaded by massive call volume, leading to significantly degraded service. In anticipation, the U.S. government developed national security and emergency preparedness (NS/EP) telecommunications services that guarantee government priority on surviving infrastructure. An unfortunate side effect of NS/EP, in the event of an HEMP attack, is that most civilian users would be locked out of the communications grid, making disaster response problematic. In many cases, authorities would have no way to contact citizens and provide instructions.


Fuel/Energy
U.S. fuel and energy production and distribution systems depend heavily on electronic control systems that use real-time data flows for operation and use electronic sensors to monitor critical processes and react quickly to malfunctions. An EMP attack would fatally damage at least some of these electronics, causing ungraceful system shutdowns resulting in extensive damage, while providing an incomplete picture for troubleshooting and repair. Simultaneous failures in the electrical and communications sectors would also affect fuel and energy availability. Electrical power needed to operate valves, pumps, and other machinery required to deliver fuel wouldn’t be available, and communications needed to coordinate activities at refineries and ensure safety of on-site personnel and the surrounding environment would be scarce.66 In the end, the fuel and energy shortage would probably persist for extended periods while interrelated infrastructures were repaired. Consequently, the U.S. could experience many casualties due to exposure if the attack occurred in the winter.

Transportation
The U.S. transportation infrastructure includes freight and commuter railroads, commercial air, roadways, and waterways, all of which are increasingly reliant on information technology and public information networks.67 The push to achieve superior performance has led to tremendous reliance on electronics vulnerable to EMP. Examples include microprocessor-controlled internal combustion engines and electronic tracking of freight shipments outfitted with miniature radio frequency identification tags. The Commission to Assess the Threat to the United States from EMP Attack determined that significant degradation of U.S. transportation infrastructure would result from EMP attack. In particular, municipal road traffic would experience gridlock, traffic lights would fail, and many autos would shut down permanently. Railroad traffic would stop, and commercial air traffic would cease operations for safety reasons. Similarly, ports would stop loading and unloading ships until power and telecommunications infrastructures were restored.


Banking and Finance
Almost all U.S. economic activity depends on proper functioning of the financial industry, built on a foundation of electronic technologies. Most financial transactions involved in preserving and promoting national wealth, as well as the preponderance of personal and institutional transactions, are performed and recorded electronically. In addition, the financial system depends on reliable and robust telecommunications to coordinate interrelated business, and electrical power to sustain operations. 69 The attacks of September 11, 2001 illustrated that disruption of critical infrastructures has a direct effect on financial markets and increases liquidity risks for the United States financial system. In response to this, the Federal Reserve Board identified key functions that require same-day recovery after an attack to ensure viability of the U.S. financial system. These functions included large-value inter-bank funds transfer capability, automated clearinghouse operations, key clearinghouse settlement utilities,and treasury automated auction and processing system operation. Each of these systems and their underlying infrastructures are potentially vulnerable to EMP. If they fail for greater than 24 hours, quite likely in this scenario, the viability of the entire U.S. economy would be at risk.

Emergency Services
EMP attack would severely debilitate emergency services required for adequate response, primarily due to service reliance on computer and communications equipment, but also due to their reliance on electricity. Emergency services are also critically dependent on transportation, fuel for backup generators, and network equipment, all debilitated by EMP as previously discussed. Thus, emergency services represent another critical infrastructure in the chain of cascading failures that would contribute to the growing catastrophe.


Recommendations and Conclusion
EMP poses a massive threat to U.S. theater operations through its potential to isolate forces and deny access to regions, its ability to nullify the U.S. technology advantage, and its potential to produce a devastating national catastrophe. Even more ominous is the fact that the means to produce EMP effects, both nuclear and non-nuclear, are proliferating. National leaders must face the looming EMP threat immediately and develop measures that will reduce the likelihood of an EMP strike, maintain the military advantage in the event of theater attack, and increase the nation’s chance for surviving a homeland attack. Through diplomacy, hardening of critical systems, training, and the establishment of industry standards to ensure future procurement of EMP-resilient systems, America can prevail against one of the most serious near-term threats.

Diplomacy
The first step in mitigating the possibility and consequence of EMP attack is deterrence. Rather than avoiding the issue of EMP, U.S. diplomats and senior leaders should transmit an unambiguous message about adversary use of EMP weapons. Specifically, the U.S. should openly classify nuclear EMP as a weapon of mass destruction (WMD), due to its huge footprint and devastating effects. Though nuclear EMP won’t harm humans directly as long as they are kept clear of blast effects, second-order humanitarian consequences of a large-scale attack would be overwhelming. In addition, a homeland attack could threaten the ability of U.S. leaders to govern and would probably wreck the U.S. economy. Therefore, the U.S. must consider such an attack a WMD strike and make it clear that the United States would respond in kind.

The risk of electromagnetic pulse devastation is greater than ever.
Why does Washington dismiss it?

Sunlight fills the bedroom. It's past 8 a.m., and it's cold. Why didn't the alarm go off? The bathroom lights are out. The house is without power. The battery-operated radio plays nothing but static. The phone is dead. What on earth has happened?
In fact, what happened was not on Earth. It was above it. A nuclear weapon has detonated high over North America, an explosion so far up that neither the flash nor bang disturbed anyone slumbering in darkened bedrooms across the United States. Electrical systems and computers from New York City to San Francisco cease to function. City streets turn into chaos. Fires break out, and no communications are available to send trucks to fight them. The sick and injured perish in overwhelmed, energy-sapped hospitals. Survivors, unable to fill their gas tanks, slowly walk away from the dead zone, unsure where to go or what they will find.
This scenario may sound like the plot of a science-fiction movie, but Bill Graham, former science adviser to President Reagan, says it's a realistic portrayal of what would happen to the United States after a massive electromagnetic pulse from a nuclear explosion.
The former deputy administrator for NASA now chairs the Commission to Assess the Threat to the United States From Electromagnetic Pulse (EMP) Attack. In July 2008, Graham testified before the House Armed Services Committee on the commission's latest report. Only a handful of the committee's 60 members showed up for the hearing.
"It's obvious that there's not very much interest," sighed Rep. Roscoe Bartlett, R-Md., a committee member who pushed for the commission's establishment. In a radio interview, another committee member actually derided the subject as "science fiction." Such mockery and indifference could very well come back to haunt the commission.
Graham and many of his fellow commissioners are distinguished scientists, not paranoid alarmists, and their conclusions are sobering. At the hearing, Graham described EMP as "one of a small number of threats that could hold our country at risk of catastrophic consequences."
The greatest danger: a large nuclear warhead exploding upwards of 25 miles above the earth. The explosion would create a tsunami of ionized particles racing toward the planet's surface. Electrical cables and wires would act like lightning rods, attracting and absorbing the intense burst of electromagnetic energy. Anything connected to them could be disrupted, disabled or destroyed. Delicate, integrated circuits and components would be burned out.
Graham, for one, knows that the recognition of EMP is not new. When a nuclear weapon detonates near, on or under the surface of the earth, the ground absorbs much of the EMP effect. Nuclear explosions in space are different. Operation Starfish was a July 1962 high-altitude nuclear test conducted over a remote area in the Pacific Ocean before such tests were banned. In the course of the test, the recording instruments went haywire. Graham, then a young Air Force scientist, was charged with figuring out why. He found the answer: EMP.
That discovery changed the way our military operated during the Cold War. We hardened many of our strategic defense systems, such as missile silos, against the EMP threat. But little thought was given to protecting civilian infrastructure. After all, a nuclear exchange with the Soviets would have reaped such massive destruction, EMP damage was viewed as a secondary concern at best.

The Present Danger.
Today, the nature of a nuclear threat is different. The United States is less concerned about massive retaliation from another nuclear-armed state and far more worried about a rogue nation or transnational terrorist group that might try to land a sucker-punch, especially if they think they can deliver the blow without leaving a return address.
Several credible scenarios present themselves. One is called the "Scud in a bucket." A short-range ballistic missile, the Scud was developed by the Soviet Union in the 1950s. It's been used in combat for more than three decades, starting with the Yom Kippur War of October 1973, when Egypt used it against Israel. Others launching Scuds include Libya, the Soviet Union and its Afghan allies, and Iraq, which loosed Scuds on Israeli civilians and U.S. troops during the first Gulf War. Today, Scuds are pretty much available anywhere in the global arms supermarket.
Put a nuclear-tipped Scud on any kind of ship, and you have a "Scud in a bucket." The idea seems to have occurred to some who do not wish us well.
Terrorist-friendly Iran, for example, is developing the capacity to build its own nuclear weapons. The Iranians have also conducted missile tests from sea-based platforms. In these tests, they have detonated warheads at the high point of the missile trajectory rather than at the aim point over the target (that was documented 10 years ago in the Rumsfeld Commission report on missile threats).
Connect these dots, and you get an unpleasant picture. The tests certainly appear to be part of a research program to develop a covert means of launching an EMP attack against the United States. A short-range ballistic missile could be carried on board one of the thousands of commercial freighters sailing in U.S. waters every day. Without ever piquing the interest of the Navy, the Coast Guard or the Customs and Border Protection, a ship could sail within range and deliver its payload over U.S. territory. Even a modest warhead placed at the right spot over the east coast could take down 75 percent of the electrical grid.

State of Unpreparedness.
The latest report by the Graham Commission suggests a number of initiatives to reduce the EMP threat to our national infrastructure. They include more research into the threat; having plans in place to recover from an attack; and taking measures to mitigate the vulnerabilities to key electrical, communications and water systems as well as other vital assets.
Missile defense is another measure that should be pursued. The mission is simple: shoot down the enemy missile as it is being fired into space. That would not only minimize the EMP threat, it would also address the danger of anyone shooting a missile tipped with a nuclear, biological, chemical or explosive warhead at a U.S. city.
Missile defense is a game-changer. It severely reduces the danger posed by ballistic missiles. And make no mistake: ballistic missiles are the scourge of the 21st century. An entire country can be held hostage with just a missile and a warhead.
Many Americans think we already have a credible missile defense system; they are only partly right. The United States has the capability to stop a limited number of ballistic missiles fired from North Korea, and we are developing limited sea-based defenses. We've also just penned a deal with the Czech Republic and Poland to build radars and a limited number of missile interceptors in Europe that could deal with a missile attack from Iran. But even if all goes well, that system won't be in place for four or five years. To make matters worse, there are no plans whatsoever to build comprehensive space-based interceptors that could interdict missiles shortly after they are launched.

Capitol Indifference.
Unlike most Americans, Congress does not really seem to care whether we and our allies have comprehensive missile defenses. The anemic attendance at the EMP Commission hearing is symptomatic. The Congressional Missile Defense Caucus is small and boasts almost no members from the majority party.
That indifference carries over into budgeting. Congress spends as little as it talks about missile defense. In the last appropriation, Congress cut the missile-defense budget and allocated a paltry $5 million to study the problem - about as much as it dedicated to "wood-utilization research" in the past fiscal year.
For years, the common argument against missile defense was simply that it's infeasible. However, technology has advanced steadily. Dozens of tests have been conducted successfully in recent years. Gen. Trey Obering, commander of the Missile Defense Agency that oversees the Pentagon's missile-defense programs, says, "They used to say that you can't hit a bullet with a bullet. Well, now we can hit a spot on a bullet with a bullet."
Another frequent complaint was that missile defense would cost too much. "Missile defense comprises less than one-70th of what the nation is spending each year for defense," writes missile defense expert Robert Pfaltzgraff. "And defense spending represents only about 4 percent of our national wealth as an expression of GDP. By reasonable standards, missile defense is a modest national security investment." Pfaltzgraff adds that those calculating the costs of missile defense should also add up the cost of a devastating missile strike in America.
Consider the 9/11 attack. That atrocity left 2,819 people dead and crippled the heart of a great city. It shuttered the Stock Exchange for six days. More than 400,000 New Yorkers suffered post-traumatic stress disorder. Cleanup alone cost more than $600 million. It is estimated that the city lost more than 146,000 jobs and suffered an economic drain exceeding $105 billion.
These costs are only a tiny fraction of the toll that would have been paid had New York suffered an EMP attack. "The problem, of course, is that practically everything in our 21st-century society depends on electronic chips and other pieces of equipment," writes Frank J. Gaffney of the Center for Security Policy. "Most especially, America's electrical grid relies on a small number of transformers that manage the flows of energy within and between the country's various regions. We no longer manufacture transformers, and replacing one from overseas suppliers can take up to a year. Hurricane Katrina was a vivid example of what can happen when the electrical system goes down even briefly, let alone for one year's time."


Call to Action.
Long-standing arguments against missile defense no longer hold water - not after a decade of steady technical and scientific progress. Yes, there are countries that want us to trade away or give up plans for missile defense. That's because they want the United States to remain vulnerable.
Diplomacy that leaves Americans vulnerable to missile attack, or allows peace to rest on the threat of mutually assured destruction, is illogical and immoral in an age when we can eliminate the danger. Missile defense will not solve all the world's problems, but it will significantly reduce the threat of ballistic missiles and the possibility that some madman could realize his crazed dream of a "world without America."

What we need now is a government that takes this issue seriously.

In these media-fueled times, when war is a television spectacle and wiping out large numbers of civilians is generally frowned upon, the perfect weapon would literally stop an enemy in his tracks, yet harm neither hide nor hair. Such a weapon might shut down telecommunications networks, disrupt power supplies, and fry an adversary's countless computers and electronic gadgets, yet still leave buildings, bridges, and highways intact. It would strike with precision, in an instant, and leave behind no trace of where it came from.

In fact, it almost certainly is already here, in the form of high-power microwave (HPM) weapons. As their name suggests, HPMs generate an intense "blast" of electromagnetic waves in the microwave frequency band (hundreds of megahertz to tens of gigahertz) that is strong enough to overload electrical circuitry. Most types of matter are transparent to microwaves, but metallic conductors, like those found in metal-oxide semiconductor (MOS), metal-semiconductor, and bipolar devices, strongly absorb them, which in turn heats the material.

An HPM weapon can induce currents large enough to melt circuitry. But even less intense bursts can temporarily disrupt electrical equipment or permanently damage ICs, causing them to fail minutes, days, or even weeks later. People caught in the burst of a microwave weapon would, by contrast, be untouched and might not even know they'd been hit. (There is, however, an effort to build a microwave weapon for controlling crowds; a person subjected to it definitely feels pain and is forced to retreat.)

"HPM sources are maturing, and one day, in the very near future, they will help revolutionize how U.S. soldiers fight wars," says Edl Schamiloglu, a professor of electrical and computer engineering at the University of New Mexico in Albuquerque and one of the leading researchers in this burgeoning field.

The fact that we seldom hear about HPM weapons only adds to their exoticism. Last spring, stories leaked to the press suggested that the Pentagon, after decades of research, had finally deployed such a device in Iraq. And when news footage showed a U.S. bomb destroying an Iraqi TV station, many informed onlookers suspected it was an electromagnetic "e-bomb."

"I saw the detonation, and then I saw the burst—which wasn't much. If they took the station out with that blast, I strongly suspect that we used Iraq as a proving ground" for HPMs, says Howard Seguine, an expert on emerging weapons technology with Decisive Analytics Corp., in Arlington, Va.

But while the U.S. military proudly paraded assorted new war-making technology during its conquest of Iraq, from unmanned combat aerial vehicles to a new satellite-based tracking network, it remained tight-lipped about this "mother of all weapons." Asked at a 5 March news briefing to confirm the rumor, General Tommy Franks, head of U.S. forces during the war, would only say, "I can't talk to you about that because I don't know anything about it."

Military secrecy is nothing new, of course. What is known about microwave weapons is that the U.S. military has actively pursued them since the 1940s, when scientists first observed the powerful electromagnetic shock wave that accompanied atmospheric nuclear detonations, suggesting a new class of destructiveness. While much of the work on HPMs remains classified, the Pentagon has also recently sponsored a number of U.S. university laboratories to work out the basic principles of microwave weapons, including reliable and compact nonnuclear ways of generating microwave pulses.

Many of those results are being published in the open literature. In fact, all you need is a reasonable grasp of physics and electrical engineering to appreciate the ingeniousness of microwave weapons. Anyone with a technical bent could probably also build a crude e-bomb in their garage, a thought that security-minded folks find rather troubling.

How they work
From the military's perspective, HPM weapons, also known as radiofrequency weapons, have many things going for them: their blast travels at the speed of light, they can be fired without any visible emanation, and they are unaffected by gravity or atmospheric conditions. The weapons come in two flavors: ultrawideband and narrowband. Think of the former as a flashbulb, and the latter as a laser; while a flashbulb illuminates across much of the visible spectrum (and into the infrared), a laser sends out a focused beam at a single frequency.

Like the flashbulb, ultrawideband weapons radiate over a broad frequency range, but with a relatively low energy (up to tens of joules per pulse). Their nanoseconds-long burst produces a shock that indiscriminately disrupts or destroys any unshielded electronic components within their reach. The bomb's destructiveness depends on the strength of the ultrawideband source, the altitude at which it is initiated, and its distance from the target [see " E-Bomb Anatomy"].

Narrowband weapons, by contrast, emit at a single frequency or closely clustered frequencies at very high power (from hundreds up to a thousand kilojoules per pulse), and some can be fired hundreds of times a second, making an almost continuous beam. These pulses can be directed at specific targets—say, a command and control complex positioned on the roof of a hospital in a densely populated neighborhood—and tuned to specific frequencies. Technologically more sophisticated than ultrawideband sources, they are far more difficult to develop, but are reusable and potentially of much greater use to the U.S. military.

Both versions wreak the same kind of havoc on just about any kind of unprotected electronic equipment. Particularly vulnerable is commercial computer equipment; anything in excess of just tens of volts can punch through gates in MOS and metal-semiconductor devices, effectively destroying the device, explains Carlo Kopp, a visiting research fellow in military strategy at the Strategic and Defense Studies Centre in Canberra, Australia, and a computer scientist who lectures at Monash University in Melbourne. The higher the circuitry's density, the more vulnerable it is, because less energy is required to overload and destroy the transistors. HPMs also produce standing waves in electrical grid wiring and telephone and communications wiring, entering through cables, antennas, and even ventilation grills. They can immobilize vehicles with electronic ignition and control systems, too.

"Since the frequency is high, this permits parasitic or stray capacitances to couple energy via paths in the circuit that may not be protected against overvoltage," Kopp explains.

The e-bomb
You could deliver an e-bomb in a number of ways: cruise missile, unmanned aerial vehicle, or aerial bomb. Whether ultrawideband or narrowband, the e-bomb consists of both a microwave source and a power source [again, see diagram]. Ultrawideband e-bombs aim to create an electromagnetic pulse like that accompanying a nuclear detonation, except that the nuclear material is replaced with a conventional, chemical explosive. The microwave source typically relies on an extremely fast switching device, according to Kopp, who has written widely on weaponizing HPM technology. Narrowband e-bombs might use a virtual cathode oscillator (vircator) tube or a variant of a magnetron. Though termed narrowband, they don't have the high coherency seen in signal-carrying applications, Kopp says.

It takes gigawatts of power to feed an e-bomb's microwave source. For that, the flux compression generator, or FCG, is a good choice, says Kopp. Invented by Clarence ("Max") Fowler at Los Alamos National Laboratory after World War II as a byproduct of research into atomic bomb detonators, FCGs are conceptually simple. The best-known type consists of an explosive-packed copper cylinder surrounded by a helical current-carrying coil. Upon detonation, the explosion flares out the cylinder, short-circuiting the coil and progressively reducing the number of turns in the coil, thus compressing the magnetic flux. Large FCGs have produced tens of gigawatts, and they can be cascaded—connected end to end—so that the output from one stage feeds the next.

Despite its simplicity, an FCG-powered e-bomb is probably too difficult for the average terrorist to build on the cheap. For one thing, to test the assembled apparatus, you have to blow it up. For weapons researchers, the e-bomb poses other problems. The strength of the shock wave dissipates rapidly as it moves out from the explosion. To knock out an electrical power substation, for example, the weapon has to strike within about a hundred meters. "Like all microwave radiation, the effect follows an inverse square law with increasing distance," Kopp notes. Though the explosion needed to force out the current can be fairly small, it keeps the munition from being fully nonlethal and nondetectable. Also, anything that's been hardened or shielded against an electromagnetic pulse from a nuclear bomb will probably emerge unscathed.

Focused like a laser
The type of narrowband HPM weapons that the U.S. military is looking at offers everything that e-bombs do not. They're nonlethal, reuseable, and tunable, and they can be fired from miles away. Like a laser, the focused beam disperses only slightly over great distances. With a frequency range that is between about 1 and 10 GHz, they can penetrate even electronics shielded against a nuclear detonation. The deepest bunkers with the thickest concrete walls are not safe from such a beam if they have even a single unprotected wire reaching the surface.

A microwave beam is created much like a laser beam. Between the batteries (or other power source) and the beam sit three elements: capacitors that turn the stored energy into an electron beam of nanosecond bursts, a microwave source that converts the electron beam into focused, high-frequency electromagnetic waves, and an antenna that points and shoots the beam.

Kirtland Air Force Base, in Albuquerque, N.M., is considered the epicenter of the Pentagon's research on pulsed-power electromagnetic weapons. There, its premier pulsed-power system, the Shiva Star, is housed behind meter-thick walls [see photo]. An Air Force spokesperson refused to comment on what goes on in their pulsed-power programs, but a fact sheet on the Web site of Kirtland's Directed Energy Directorate describes the Shiva Star as capable of producing "120 thousand volts and 10 million amps for down to one millionth of a second to produce a power flow equivalent to a terawatt."

The Kirtland machine isn't used to investigate HPM weapons per se, and its massive size makes it clearly impractical for delivering microwave beams to any spots of real military interest. Indeed, one big push in microwave weapons has been toward portability. "Back in the 1960s and 1970s, the attitude was, 'Yeah, we can do it—but we need Hoover Dam as our power supply,' " says Seguine. But just as batteries for cellphones and laptops have shrunk and gained capacity, so have sources for microwave weapons.

In the 1990s, the U.S. Air Force Office of Scientific Research set up a five-year Multidisciplinary University Research Initiative (MURI) program to explore microwave sources. One of those funded was the University of New Mexico's Schamiloglu, whose lab is located just a few kilometers down the road from where the Shiva Star sits behind tightly locked doors. Thanks in large part to his and his colleagues' efforts, the fundamental capabilities and limitations of high-power microwave sources are now better understood and appreciated.

Amidst the lead bricks and clutter in Schamiloglu's basement lab lies his masterwork: the Sinus-6. "A lot of laboratories come up with very cute names for these devices," Schamiloglu notes with a smile. "We never did." With a huge cylinder at one end connected to the long microwave source, the Sinus-6 looks like a giant torch lying on its side [see photo]. The big cylinder contains a Tesla transformer, whose two coils vibrate in resonance and amplify the incoming voltage "with nearly 100-percent efficiency," Schamiloglu says. Once the pulse has been transformed into an electron beam, it is guided by a strong axial magnetic field through the long tube that will turn it into microwaves.

The Sinus-6 can fire a several-gigawatt pulsed beam 200 times a second in 10-nanosecond bursts. "It has to be pulsed power because what you're after is high peak power," says Schamiloglu. "The power in the microwaves is going to depend on the electric field squared, so if you generate very large power, then the electric field is going to be big."

How big? To drive the Sinus-6's beam continuously for an entire second, you'd need to supply about 25 gigajoules—"the entire output of a typical coal-fired electrical plant for 10 full seconds," Schamiloglu says. Another reason for pulsed rather than continuous power is to avoid a problem at the output end: the air around the antenna would heat to a plasma that in turn would interfere with a continuous beam at these power levels.

The key to reaching gigawatts of power is dumping all the energy in one gigantic, nearly instantaneous pulse. A pressurized gas switch prevents the Tesla transformer from prematurely dumping as it builds up for the next pulse. The switch is filled with highly compressed and nonconducting nitrogen gas. When the transformer coils reach 700 kV, the nitrogen gas breaks down, and the pulse leaps through to the electron-beam diode.

"Once you've fired the switch, it conducts, it generates a pulse," says Schamiloglu. "It conducts because you've made a plasma channel out of the gas. Then you have to wait for that plasma to recombine and form a neutral gas again. A typical time scale for this thing to recombine and fizzle out and be a neutral gas again is probably on the order of milliseconds."

Among the best candidates for supplying microwaves is the backward wave oscillator; it has the advantage of being tunable (plus or minus 20 percent) and producing output in the 4-10-GHz range. To turn the kinetic energy from the Sinus-6's electron beam into high-power microwaves, the oscillator uses a rippled-wall waveguide, also called a slow-wave structure [see photo].

The structure sets up standing electromagnetic waves in such a way that energy is rapidly transferred to them from the incoming beam of relativistic electrons from the Sinus-6. This growing energy initially propagates in the opposite direction of the beam's movement—hence the device's name—and is then reflected forward and radiated in the form of high-power microwaves. Backward wave oscillators, by the way, are also being tested as a way to push giant sails into outer space, to detect space debris, and to clear minefields.

Being able to tune an HPM weapon comes in handy when a particular target proves invulnerable to a particular frequency. "Experience has shown that if the frequency is slightly altered, measurable effects are discerned," Schamiloglu notes. People used to believe that varying the frequency of HPMs wasn't practical, but Schamiloglu and his students proved them wrong.

Coincidence and curiosity led to their discovery. Schamiloglu first acquired the Sinus-6 from Russian researchers in the early 1990s. (The Soviet Union once boasted a sophisticated program to develop microwave weapons; after its collapse, parts of that legacy were put up for sale, to the delight of researchers like Schamiloglu.) But once the apparatus was assembled in his New Mexico lab, he couldn't get it to operate as promised, so Russian colleagues flew over to help.

"One of them took the RF structure [the rippled-wall waveguide] and started hammering on the thing," Schamiloglu recalls. When they tried it again, everything worked. "I was baffled why manhandling this RF structure—ramming it in—could affect the power so much," says Schamiloglu. So he started a series of experiments in which he slightly displaced the backward wave oscillator by increments. With a little experimentation assisted by computer simulations, his team found that the frequency could be adjusted by changing the distance between the diode and the microwave source. The result is that the backward wave oscillator is now one of the few pulsed-power HPM sources that can be tuned.

Smaller is better
One disadvantage of this oscillator, however, is that it needs an external magnetic field to create the microwave beam, a major hurdle to making the whole system smaller. The size of the Sinus-6 and attendant equipment in Schamiloglu's basement suggests that the U.S. military is nowhere near fielding a narrowband HPM weapon. "When I first started working on high-power narrowband sources, we joked that you can do more damage dropping this equipment on someone than you can by using it," he recalls. "People know how to make microwave sources in the laboratory. The challenge is to take this and package it into an autonomous platform and have it function at the same parameter levels."

Schamiloglu is now hard at work under a new MURI program to study the possibilities of making a compact pulsed-power source. Current narrowband generators are typically several meters long, batteries not included. Schamiloglu and his colleagues are studying how to incorporate novel ceramics into pulsed-power systems, which they believe will allow the length of such sources to be halved. The trick is identifying materials with a high dielectric constant that can also survive the harsh electric fields. "Materials will be an important part in making the next giant leap," he says.

Life in a glass house
Among those agreeing that narrowband HPM weapons will need more refining before they become truly useful to the military is Loren B. Thompson, chief operating officer of the Lexington Institute, a military think tank based in Arlington, Va. He looked at the technology as principal investigator of "Directed-Energy Weapons: Technologies, Applications and Implications," a report that the institute put out in February. "We have some fairly rudimentary weapons that we're ready to use," Thompson says. "This is going to be a very important weapons technology, and the basic physical principles are well understood. But the military is having some difficulty in assimilating them."

Thompson's report speaks of a future with satellites delivering missile-debilitating microwaves, unmanned vehicles that fly by and destroy communications systems, and war without civilian casualties. But the fact remains that it's the U.S. military—as well as U.S. financial institutions, PCs, and Game Boys—that will be the most susceptible to such weapons.

"One of the things that happened during the last 10 years—as the Pentagon fell in love with network-centered warfare—is that we purchased a lot of very fragile digital systems off the shelf from commercial sources," Thompson notes. Such moves were taken in the name of cost and efficiency, but the resulting equipment is almost certainly more vulnerable to electromagnetic attack than the vacuum tubes and heavy metal-encased electronics of yesteryear.

"Computers become more vulnerable as the voltage at which they operate becomes smaller," says Victor Granatstein, professor of electrical engineering at the University of Maryland in College Park, who is studying the effects of microwave pulses on integrated electronics. "When our opponent was the Soviet Union, the electronics were much more robust because they weren't miniaturized. Now they have very thin oxide layers that can easily break down." Wireless networking makes matters worse. Computers and other communications devices now have antennas attached, giving an electromagnetic pulse a direct pathway to its guts.

Meanwhile, the U.S. Navy no longer requires that all its hardware be hardened against nuclear electromagnetic pulses. It deemed that maintaining those standards was too costly and slowed down the integration of new technology. The presumption was that after the Cold War, nobody would be using nuclear bombs, says the Lexington Institute's Thompson. "Whenever I ask the admirals, 'Well, what if someone did use a nuclear bomb?,' I just get this kind of blank I-don't-have-an-answer-for-that sort of look."

In the wrong hands
The scariest part of microwave weapons may be that crude forms of the technology are readily available to anyone right now. "Any nation with a 1950s technology base capable of designing and building nuclear weapons and radars" can build an e-bomb, says military analyst Kopp. Indeed, more than 20 countries now have programs to develop some type of RF weapon.

"The more widespread the technology is, the more likely that people with nefarious purposes will have access. It's just an inescapable fact," says Thompson. "I don't know what we're going to do. Nobody in Washington knows. I imagine that the way the clear thinking starts is with a catastrophe."

Criminals and pranksters have already started exploiting that weakness. In one of the more harmless applications, a Japanese scam artist rigged up a weak microwave generator inside a suitcase to rip off a pachinko parlor. When he placed the suitcase next to one of the machines (which is something like a cross between a slot machine and a pinball machine) and turned it on, the pachinko machine went haywire and disgorged a pile of coins. The perp managed the trick several times before he was caught.

Other press accounts hint at electromagnetic weapons being deployed by Chechen troops, and by an unnamed assailant trying to topple London's futures market [see "Don't Try This at Home"].

Thankfully, protecting yourself against the microwave-enabled goofballs of the world isn't too difficult. "It is analogous to existing techniques used to trap RF interference inside equipment, except that the higher power levels require special measures," Kopp notes. Rooms or equipment chassis must become electrically sealed Faraday cages, and protective devices must be added wherever cables enter the protected volume. "Optical fibers are very useful in this game."

Such protective measures are a lot cheaper to design in from the beginning than to add on afterward, says Howard Seguine. "The general rule of thumb is that if you do the hardening during the design phase, it increases the cost roughly 1 percent. If you do it afterward, it may cost as much as 30 percent more."

But maybe hardening is a waste of time. Arthur Varanelli, a Raytheon Co. engineer who has helped write several IEEE standards for electromagnetic field measurement, human exposure, and safety, is skeptical that a malicious prankster could exploit the technology.

"Some of this stuff is just so far out there," Varanelli says. "I just don't see people running around with Buck Rogers ray guns. It's great for a science fiction writer, great to prey upon people's fears." He scoffs at the suggestion that a do-it-yourselfer could build a microwave weapon potent enough to do real damage. "People can put tacks in the road. Are we worried about electronic tacks in the air?"

The wide disparity in opinions and the uncertainty about microwave weapons, from Loren Thompson on one end to Arthur Varanelli on the other, are all part of what makes them so powerful, says military analyst John Pike, who is director of GlobalSecurity.org (Alexandria, Va.). "It all depends on the complex interactions between the weapon and the target," he notes. "I can set up a strap-down chicken test that makes [an HPM weapon] look pretty good. But as soon as I start getting into real-world targets, maybe it doesn't work so well."

"Part of the story is we don't know what the story is," Pike says.

"These are weapons that by their nature seek the shadows. And unlike cluster bombs or atomic bombs, they aren't going to leave behind unambiguous evidence of their use."

HAARP is also capable of being an EMP (electro-magnetic pulse) generator. HAARP is ground-based, but HAARP like weapons can also be based in space or in the air. HAARP can also create a plume of electrically-charged (ionized) gas (plasma) that can be exploded when ignited by an electric pulse.

Norway Time Hole “Leak” Plunges Northern Hemisphere Into Chaos

Russian scientists are reporting to Prime Minister Putin today that the high-energy beam fired into the upper heavens from the United States High Frequency Active Auroral Research Program (HAARP) radar facility in Ramfjordmoen, Norway this past month has resulted in a “catastrophic puncturing” of our Plant’s thermosphere thus allowing into the troposphere an “unimpeded thermal inversion” of the exosphere, which is the outermost layer of Earth’s atmosphere.
To the West’s firing of this ‘quantum’ high-energy beam we had previously reported on in our December 10, 2009 report titled “Attack On Gods ‘Heaven’ Lights Up Norwegian Sky”.
To how catastrophic for our Planet this massive thermal inversion has been Anthony Nunan, an assistant general manager for risk management at Mitsubishi Corporation in Tokyo, is reporting today that the entire Northern Hemisphere is in winter chaos, with the greatest danger from this unprecedented Global event being the destruction of billions of dollars worth of crops in a World already nearing the end of its ability to feed its self.
So powerful has this thermal inversion become that reports from the United States are stating that their critical crops of strawberries, oranges, and other fruits and vegetables grown in their Southern States, are being destroyed by record cold temperatures. The US is further reporting record amounts of snowfall in what they are now warning may be their worst winter in 25 years.
Reports from the United Kingdom today are, likewise, showing a Nation in chaos as brutal cold temperatures continue to batter the British people suffering under the worst snow blizzards to hit them in almost 50 years. So dire has it become in the UK that their National Grid yesterday issued only its second warning in its entire history stating that their Nation’s gas supply was running out due to this unprecedented event.
Not just to the UK, but also to the entire European Union has this thermal inversion been affecting as reports from that region show continued chaos is occurring due to plunging temperatures and snows. In the UK, also, reports are showing that the military has been called out to rescue over 1,000 stranded vehicles.
Though the Motherland, and its people, are some of the best equipped in the World to handle such severe winter conditions, the Russian island of Sakhalin was inundated this past week by a rare Snow Cyclone setting off no less than avalanches.
But to the worst affected region of the Northern Hemisphere no one has been hit harder than China, where in what is being described as a “soul-destroying snowstorm” this Asian Nation has been plunged into such havoc the entire country has been brought to a standstill. China further reports that the massive snowstorms hitting them are their worst in 60 years and necessitating their military forces to save over 1,400 people trapped when their train became covered in snow. So overwhelmed by this unprecedented event has China become that they have ordered all of their citizens to help with snow removal too.
South Korea has not been spared either as reports from that Nation are reporting their worst snow storms in their modern history of recording these events.
Reports from Japan are also reporting record snowfall in their Northern Regions, where according to one unnamed Kushiro resident, “Snow falls hard here in Kushiro, but this is the most I have ever seen. The snow’s piling up and we’re running out of places to dump it.”
Canada, another Nation used to extreme winter events, reports that the storm that had hit their maritime provinces this past week was so powerful buildings were knocked off of their foundations in what one resident, Tom Jardine, described as being “worse than a hurricane”.
To the long-term consequences of this thermal inversion caused by the West, these reports further warn that by the puncturing of our atmosphere by the HHARP radars our Planet has, also, been “needlessly exposed” to the growing threat posed to us by the giant mysterious object currently approaching us (named by NASA as G1.9) which we had previously reported on in our January 3rd report titled “Russia Prepares For Asteroid Strike As New Comet Nears Sun”, and which has been blamed for the rapid shifting of our Earth’s North Pole that was first documented in 2005.

But to the most critical aspect of these events it surely lies with the Western World’s continued arrogance in regards to experimenting on both our Planets natural species and human beings, and though who may think that they are ‘gods’, are continuing to give evidence that they are acting more like devils.

South Korea Could Export UVS Missile Technology to the UAE

According to The Korea Times newspaper of Seoul, Defense Minister Kim Tae-young made the commitment during his visit to the UAE in November, to discuss bilateral defense issues. The naval version of the missile, Hyunmoo IIIC is Tomahawk-like cruise missile designed for surface vessels, such as the KDX-III class guided missile destroyers built for the Republic of Korea Navy. is also The newspaper also said Seoul also offered the UAE technologies related to the Electromagnetic Pulse (EMP) weapon program under development in Korea. According to the Korean newspaper the EMP program is expected to mature by 2014. Transfer of technologies related to the Hyunmoo III cruise missile could violate of the Missile Transfer Control Regime (MTCR) attempting to limit the worldwide proliferation of missile technology.
The export of unmanned systems could also hit some obstacles since Libya has also expressed interest in the Night Intruder-300 and, if such systems are to be delivered to the UAE, and Libya, South Korea could be required to find an alternative to the ground control segment being used with the system, which currently consists of systems developed by Israel Aerospace Industries (IAI) for the Searcher II UAV system. The Night Intruder 3000 began development in 2001 and was fielded with the South Korean Army since 2004. Sofar five systems have been produced.

US Quake Test Goes Horribly Wrong, Leaves 500,000 Dead In Haiti

The Northern Fleet has been monitoring US Naval movements and activities in the Caribbean since 2008 when the Americans announced their intention to re-establish their Forth Fleet that had been disbanded in 1950, and which was responded to by the Motherland when later that year a Russian flotilla led by nuclear powered cruiser Peter the Great began their first exercises in this region since the ending of the Cold War. A grim report prepared by the Russian Northern Fleet for Prime Minister Putin is stating today that the catastrophic earthquake that has devastated the Island of Haiti was the ‘clear result’ of a United States Navy test of one of its ‘earthquake weapons’ planned to be used by the Americans upon the Persian Nation of Iran but had gone ‘horribly wrong’.
Though virtually unknown to the American people, the use, and perfection, of earthquake weapon technology has a decade’s long history that began with the former Soviet Unions exploding of a 10 megaton nuclear bomb in September, 1978 and then ‘redirecting’ its shockwave towards Iran where it resulted in a catastrophic 7.4 magnitude earthquake, an event which hastened the downfall of the US backed regime headed by the Shah.
This attack upon Iran by the Soviets was countered by the Americans in April, 1979 when they unleashed one of their newly developed ‘atomic powered’ earthquake weapons against the former communist Nation of Yugoslavia which resulted in a 7.2 magnitude earthquake.
Since the late 1970’s, the United States has ‘greatly advanced’ the state of its earthquake weapons and, according to these reports, now employees devices employing a Tesla Electromagnetic Pulse, Plasma and Sonic technology, along with ‘shockwave bombs’ they have previously been accused by Russia of employing in their war against the Afghan peoples when one of these‘devices’ was exploded in Afghanistan in March, 2002 triggering a devastating 7.2 magnitude earthquake.
Interesting to note in these reports are their stating that the earthquake weapons test conducted by the US Navy this week in the Caribbean that destroyed Haiti was ‘most probably’ based upon the same type of Tesla technology held responsible for the catastrophic January17, 1995, and which the mysterious Aum Shinrikyo cult had warned 9 days prior was going to occur, and as we can read:

“Aum’s charismatic guru, Shoko Asahara, predicted the Kobe quake nine days before the event. In an 8 January 1995 radio broadcast, Asahara stated “Japan will be attacked by an earthquake in 1995. The most likely place is Kobe.” Hideo Murai, the late Science and Technology minister for Aum Shinrikyo also adhered to this view. Murai - said to have been the most intelligent Japanese who ever lived - was murdered in a Yakuza orchestrated assassination shortly after speaking on the record to foreign news correspondents.
“Murai presented his allegation in an April 7 1995 news conference at the Foreign Correspondent Club in Japan. In answer to questions about the Kobe quake, Murai said “There is a strong possibility of the activation of an earthquake using electromagnetic power, or somebody may have used a device that applied force inside the Earth.” The Aum leadership believed the Kobe quake an act of war: “The City of Kobe was hit by a surprise attack…” they claimed, adding the City was an “…appropriate guinea pig.”

Note: The religious order was destroyed shortly after their releasing of this information to the public when blamed for the March 20, 1995 sarin gas attack upon the Tokyosubway system which resulted in 11 of their members, including their leader, being sentenced to death. FSB reports on Aum Shinrikyo further state that their knowledge of the planned use of these ‘doomsday’ devices was gained from the US computer hackers belonging to the Branch Davidian religious order who had penetrated some of the American defense establishments most secret files and resulted in their, likewise, being completely destroyed in what is now known as the Waco Siege ordered by then US District Attorney, and currently Obama’s US Attorney General, Eric Holder.

The Tesla weapons being developed by the United States are based upon the research of Nikola Tesla who was an inventor and a mechanical and electrical engineer. He was one of the most important contributors to the birth of commercial electricity and is best known for his many revolutionary developments in the field of electromagnetism in the late 19th and early 20th centuries.

Tesla's patents and theoretical work formed the basis of modern alternating current (AC) electric power systems, including the polyphase system of electrical distribution and the AC motor, with which he helped usher in the Second Industrial Revolution. Tesla is also credited as the inventor of modern radio by the US Supreme Court.
To Tesla’s earthquake weapons research conducted in the early 20th century we can further read:

“He put his little vibrator in his coat-pocket and went out to hunt a half-erected steel building. Down in the Wall Street district, he found one; ten stories of steel framework without a brick or a stone laid around it. He clamped the vibrator to one of the beams, and fussed with the adjustment until he got it.
Tesla said finally the structure began to creak and weave and the steel-workers came to the ground panic-stricken, believing that there had been an earthquake. Police were called out. Tesla put the vibrator in his pocket and went away. Ten minutes more and he could have laid the building in the street. And, with the same vibrator he could have dropped the Brooklyn Bridge into the East River in less than an hour.
Tesla claimed the device, properly modified, could be used to map underground deposits of oil. A vibration sent through the earth returns an “echo signature” using the same principle as sonar. This idea was actually adapted for use by the petroleum industry, and is used today in a modified form with devices used to locate objects at archaeological digs.”

Important to note at this point are that modern day experiments seeking to discredit Tesla’s earthquake weapons technology have been directed against structures designed to withstand the effects of earthquakes, buildings which in the early 20th century, like those in Haiti today, were not built to withstand such resonance. A most critical difference when viewed in the light of the US Navy’s testing of 2 of these earthquake weapons this past week and where in their Pacific test it resulted in a 6.5 magnitude earthquake hitting the area around the Northern California city of Eureka causing no deaths, their Caribbean test has caused an estimated 500,000 innocents to die.

Equally important to note are these reports stating that ‘more than likely’ the US Navy had ‘full knowledge’ of the catastrophic damage this earthquake weapons test could potentially have upon Haiti and had pre-positioned their Deputy Commander of their Southern Command, General P.K. Keen, on the island to oversee relief efforts if needed.
To the end result of these weapons being tested by the United States, these reports warn, are for the Americans planned destruction of Iran through a series of catastrophic earthquakes designed to bring down their present Islamic regime.

Most unfortunately in all of these events are the peoples of Haiti, who are suffering under conditions so horrible, that even in the best of scenarios, their functioning as a viable Nation has completely come to an end, and for reasons and purposes they have no comprehension of at all as they have become just the latest victim in the New Great Game that will decide the winners and losers of this 21st Century

First of all, let’s not overlook the fact there’s an upside here: We now know for certain that one pulse won’t do it. One pulse is not enough to mentally diminish the whole of the electorate to the point that luge-watching becomes a plausible reason to shut down Parliament.
On the other hand, we know from extensive testing on Jim Prentice that seven electromagnetic pulses is too many. Not a thing he said in Copenhagen made a lick of sense. And now his watch doesn’t work.

This last is so mind-numbingly stupid, so staggeringly beside the point, that I can only assume it is part of some sort of fiendish plot. I think it is intended to act as a kind of electromagnetic pulse, aimed at knocking out the entire country’s brain waves and making it impossible for anyone to think straight. It is not just totally devoid of sense: it is an assault on the very concept of sense — like that old joke about the surrealists. (How many surrealists does it take to change a lightbulb? A fish.) It is as if the Conservatives were bent on proroguing, not just Parliament, but intelligent discussion of any kind.

The Arab Arms Development Powerhouse

For the last five years, the United Arab Emirates (UAE) has been developing an arms industry. With that in mind, a recent deal with South Korea should come as no surprise. South Korea got a $20 billion contract, to build four nuclear power plants in the UAE. As part of the deal, South Korea will transfer research and technology on its RQ-101 UAVs, Hyunmoo-II ballistic and Hyunmoo-III cruise missiles and EMP (electromagnetic pulse) bombs. On the last item, South Korea and the UAE will jointly continue research on this weapon.
Five years ago, when the United States would not let the UAE purchase ten Predator UAVs, the UAE decided to build their own. Using technology obtained from Schiebel, in Austria, and CybAero, in Sweden. The two UAVs created were helicopter type designs, intended for police work, and border patrol. German and South Korean firms also contributed technology. The UAE also plans to export their al Sber and APID 55 UAVs. The smaller al Sber is intended for short range police work, while the larger APID 55 is intended for border and coastal patrol. APID and al Sber prototypes have been built and tested, but the aircraft have not yet entered service. The UAE expects to find most of their sales in the civilian, not military, market.
The UAE hopes that the cooperation with South Korea will enable UAE weapons to more quickly enter service, and be available for export.


EMP ATTACK: ONLY 30 MILLION AMERICANS SURVIVE

Launched from a barge off the U.S. coast, an EMP attack consisting of one nuclear warhead attached to a single missile might shut down much of the country and kill all except 30 million Americans.Such an attack has been described as “a ‘giant continental time machine’ that would move us back more than a century in technology to the late 1800s”—and effectively destroy our great nation.Yet, President Obama seems oblivious to this fact, and is doing nothing to protect us from perhaps the greatest threat faced by the United States.
Reporting to Congress, an EMP commission concluded that little in the private sector is hardened to withstand such an attack, and the American military has only limited protection. According to a Wall Street Journal editorial, “China and Russia have the capability to launch an EMP weapon—and have let us know it.”However, imagine if such a weapon falls into the hands of al-Qaeda or other terrorists who are willing to commit suicide to destroy America. What has really scared the commission members is a relatively unsophisticated EMP weapon in the hands of these terrorists. As frightening as such a possibility seems, it is very real and likely unless we take action now.
According to the Journal’s editorial, “Mother of All Blackouts,” an EMP or “Electromagnetic Pulse” attack occurs “when an enemy sets off a nuclear explosion high in the Earth’s atmosphere. The electromagnetic pulse generated by the blast destroys the electronics and satellites in its field of vision. For a detonation above the Midwest, that could mean the entire continental U.S.”The editorial continues:
No American would necessarily die in the initial attack, but what comes next is potentially catastrophic. The pulse would wipe out most electronics and telecommunications, including the power grid. Millions could die for want of modern medical care or even of starvation since farmers wouldn’t be able to harvest crops and distributors wouldn’t be able to get food to supermarkets.
The editorial adds:magine a blackout that lasts for months, or years.” Also, “[a]fter an EMP assault, the nation would be highly vulnerable to secondary attack by conventional forces or a biological weapon.”
Frightening beyond belief, to say the least. But it gets worse. The “Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack” (or the EMP Commission), which was created in 2000 to examine the possibility of an EMP attack and its aftermath, delivered its reports to Congress in 2004 and thereafter. Yet, they have been languishing while the Democrats seek to push through ObamaCare, which a majority of Americans oppose—and which would be rendered moot by an EMP attack because there would not be any health care in the U.S., as all medical facilities close.
The difference between a conventional nuclear attack—such as the World War II atomic bombings of Hiroshima and Nagasaki in 1945, at the end of the war in the Pacific with Japan—and an EMP attack is that the former destroys cities primarily; whereas, an EMP attack potentially destroys our country as a whole and kills most Americans. Also, such a calamity might be accomplished by our enemies with a single warhead that is launched from the Gulf of Mexico, the Sea of Cortez, or off our Atlantic or Pacific Coasts. In fact, one wonders why any sophisticated enemy of the United States would contemplate an attack other than with an EMP weapon.
As the Wall Street Journal’s editorial stated:
The Commission offers a series of recommendations for reducing U.S. vulnerability. It calls for better intelligence, particularly in coastal waters. Also needed are “vigorous interdiction and interception efforts” such as missile defense. Critical components of civilian infrastructure—especially the electrical power grid—need to be EMP-hardened. Most new units can be hardened for 1% to 3% of cost if done at the time of design and manufacture. Hardening existing systems can cost 10 times as much.

Tragically, President Obama and the Democrats have been cutting back on our military precisely when it has been performing magnificently and its continued strength is needed most. For example, they have been paring down our missile defenses, which are critical to protecting us against an EMP attack from which we might not recover.

Before and after the presidential election of 2008, I was in touch with someone who has been and remains very close to Barack Obama and at least two of his principal advisers—one of whom is at the president’s side constantly in the White House. I warned the person repeatedly about the risk of an EMP attack that might destroy the U.S. and kill all except for about 30 million Americans. For example, in July 2008, I described such a possibility as follows:
Aside from threats from China and Russia, the use of such an attack by terrorists could be devastating to this country. Clearly, measures must be taken now to “harden” the U.S. against such attacks, and to prevent them in the first place. Having worked in military intelligence at the Pentagon, my guess is that an EMP attack may be high on the list of options for terrorists, because the impact of such an attack might make 9/11 seem like a walk in the park.

In late October 2009, I went on to discuss “an EMP attack by (1) al-Qaeda, (2) Iran and its proxies, (3) North Korea, (4) Russia and its surrogates, and/or (5) China and its surrogates,” and I concluded:
Everything else (e.g., ObamaCare, the economy, Afghanistan) pales beside it. Indeed, it might determine the future of our kids and their kids. Again, . . . hopefully you can use your influence to address this issue now.

To the best of my knowledge, nothing has been done by this person or the president to deal with this issue of critical importance to the welfare and survivability of the American people.
