Flow Rate does not need Monitoring:
If the guttering to be used is terminating on the ground floor roof, with a small drop to the rainwater diverter, then in that scenario, you do not need to worry about flow rate, as the recommended system will cope with anything the diverter may transfer to it regardless of gradient used (unless tank is underground)

If unsure, then just test the tubing from the diverter during rain by letting it flow into a 10 litre bucket to get some idea. Approximately 2 minutes or more to fill the bucket is fine, as the flow rate will be much less anyway once the water is navigating the system. A little bit less than two minutes is also fine just for heavy rain alone. The sump filters ensure that water will not be released from filtering too soon.

Only when flow rate is too low, then problems with the system need to be identified.

This is not entirely accurate, my apologies! Collection area roof size/ rainfall severity determines the flow into the system.
Flow rate should be set where necessary during heaviest expected rainfall to prevent flooding of the filter boxes. This setting may be made with the inlet ball-valve. It may be left at this setting all the time to avoid any attendance to the system, as the partial closure of the ball valve should not hinder (with any significance) the flow at lower than maximum capacity. The ball valve restriction only limits the maximum flow rate.
The setting should be made also with attention to the time the water filtering is undertaken.
A minimum of around 2 or 3 minutes should suffice. (For example, with 10 litre filter box - maximum flow rate 3 to 5 litres/minute.)

The minimum bore of all pipes and fittings should be half an inch - 12mm approx. to give a constant gravity flow rate of 5 litres per minute. However pressure/flow rate will increase with severity of rainfall.

Precise control of suitable flow rate may be made better by a half inch ball valve, rather than one inch - but piping itself is sometimes better if using larger bore as self-bleeding may then occur more easily for most systems. The recommended diverter can shift over 500 litres rainwater/hour. So - yes, fitting half inch inlet valve to a slightly larger system piping is best for gravity feeding.

Of course! That is what all the filters are for - Possible contamination, -including radiation - is well covered from every angle.
Rainwater is still the purest water to feed automatically into a system in the inner cities, and such a system can be located anywhere, as it does not rely on the purity of the ground - (something which is totally lost when subjected to flooding alone).

How do you suggest potable water from day one is obtained at up to 5 litres/minute or more automatically when all grids are down?

The best water source for any system is that which may be enhanced - and not one requiring removal of poisons before it may or may not be obtained.

Maifan and C60 cannot fully reach their potential to enhance water whilst they are being used mostly for filtering toxins/heavy metals and harmful substances. The water needs to be already as pure and natural as possible for the full benefits/potential to be obtained.
Therefore adequate AC filtering is essential prior to the water entering the system, and must always come first, (but/and following efficient inlet particle removal filtering).

If you are going to be making Hydrogen healing water from this system, then ensure the AC filter (tool box) is made of number 5 food grade plastic PP polypropylene.

I think the elites want water to be the new oil in the sense that it will be the most sought after resource of the next century

Who controls the potable water will control the population

The elites are making rainwater toxic and undrinkable

They will instead own and control the desalination plants and the boreholes and they will decide who gets drinking water and who doesn't
