It is translated as "May he be shamed who thinks badly of it"[1] or "Shame be to him who thinks evil of it"[2] or "Evil (or shame) be to him that evil thinks."[3]

In contemporary French usage, it is usually used to insinuate the presence of hidden agendas or conflicts of interest.

On the following Wikipedia page is an "explanation" for why this information isn't interesting to put on the main page on the Order of the Garter.

That's not an inconsistency. You'll notice that the article doesn't include EVERY knight ever. It doesn't include all the stranger knights, or all the gentleman ushers. It doesn't include all of the sovereigns. It doesn't include the "all" of anything, so it doesn't need to include all the HREs. That it's a British order of chivalry isn't in conflict with the fact that non-Brits were early members, and is not an "inconsistency" that including a poorly-formatted list of HREs is going to fix anyway.

The Stamp Act, passed on 22 March 1765 by the British Parliament, caused uproar in the colonies over colonists being forced to buy a British stamp for every official document they obtained. The controversial act was enforced in November 1765.
The stamp displayed an image of a Tudor rose framed by the word “America” and the phrase of the Order of the Garter “Honi soit qui mal y pense”.

The colonists greeted the stamps with outrage and violence. Colonial merchants called for a boycott of British goods; some even organised attacks on customs houses and the homes of tax collectors.
A group of Bostonians for example burned a building they thought to be the “Stamp Office” and invaded the home of stamp distributor Andrew Oliver, threatening to kill him. Oliver had already fled the premises and resigned his post. In every state, except Georgia, the “stamp master” resigned under duress, making the Stamp Act impossible to implement.

On 18 March 1766, Parliament voted to repeal the Stamp Act.

At the same time the Stamp Act was repealed, they passed the Declaratory Act, which confirmed that the British government had total legislative power over the colonies. The Declaratory Act carefully omitted any assertion of Parliament’s right to tax colonists.
At the same time, Parliament passed the Revenue Act of 1766, which compensated Britain’s loss of income from the stamp tax with taxes on molasses (an ingredient in making rum). The colonists paid this tax without complaint.

Appointed Knight of the Garter #218 in 1480, although the stall in Windsor Castle was voided through non-installation.

Ferdinand called the Catholic (Spanish: el Católico), was King of Sicily
from 1468 and King of Aragon from 1479 until his death.

His marriage in 1469 to Isabella, the future queen of Castile, was the marital and political "cornerstone in the foundation of the Spanish monarchy."

Ferdinand wasn’t very British……

Ferdinand had a role in inaugurating the discovery of the New World in the future Americas, since he and his wife Isabella sponsored the first voyage of Christopher Columbus (1451-1506), in 1492.

Catalina the seventh child of Ferdinand and Isabella, later known as Catherine of Aragon, queen of England, (1485–1536). She married first Arthur, Prince of Wales, son of and heir to King Henry VII of England and, after Prince Arthur's death, she married his brother Henry, Duke of York, who also became Prince of Wales and then King Henry VIII. She thus became Queen of England and was the mother of Queen Mary I.
