This is a technical subject which just highlights the incomplete grasp some people have about chemistry and physics. (But that doesn't stop them quoting sources they don't understand of indeterminate authenticity.)

Splitting water into oxygen and hydrogen takes more energy than it produces - at the moment. This is one of the Holy Grails of physics, despite various claims of breakthroughs.

As TG says, battery technology is irrelevant. You still have to charge them. Hydrogen fuel cells are something else entirely - in case someone is accidentally getting confused with these.

Not sure any satellites have water on board to be split. Water is heavy. Satellites get their energy from solar panels or sometimes small nuclear power packs for interplanetary probes. Gas thrusters are used for station keeping, but that's only when necessary. (Remember, satellites are in orbit and do not require energy to keep them up there.)
