The "Ring Lords" story is quite interesting when you look into what Tolkien was studying to write his books. The Hobbit brings up some of this in a 'mystical' fashion but it is basically the way of rule for the 'old world kings' of the last age. The age before the cataclysm that destroyed Atlantis, or the "City of Atlas" in North West Africa sinking the great culture overnight didn't just end there. This asteroid broke into three mega size pieces each hitting the earth. One sunk a major portion of land that connected to Antarctica stretching to the Canary Isles. This was devastated also.
On the other side of the impacts the USA or what is the USA today and the NA continent all suffered great damage on the eastern side but the biggest damage was the second impact north that melted an enormous amount of ice tilting the world in the process. This wave of debris caused the remains found in Tibet, and also is said to have caused the bad lands to be created in the USA NW. Before the earth tilt the world was ruled by "RING LORDS" or lords that ruled their own ringed land of the earth. The first ring was at the top of the world and the center of that was a city the central city of rule where the ruling class lived. This was a circle, a ring of land that was isolated off away from the others and only the ruling class was allowed in. It was the one ring that ruled all the other rings and all the ring lords related back to the main king at the center ring that ruled all at the top of the world. The central city of the world back then was "HEL" Every capitol had that name in it. They traveled mapping the world and went 250 miles south of the first ring and circled the world mapping it out and making a second ring around the planet that the son of the king ruled. The name of that city capitol for the second ring was 'HELVATESIA' Then they went 250 miles south again mapping a third ring, and it's capitol was Helena and it was ruled by yet another son of the king. As they mapped down the planet each son was given a ring land and on the bigger rings they sometimes had two kings, and reportedly each capitol started with Hel in the name one on each side of the world. The kings were all buried, or retired on what is today Easter Island. It was much bigger then and much more lush with life and trees of course.

Film buffs will remember using the One ring for absolute power, subjugation of the free world and invisibility was achieved by wearing it on the index finger.
