Yes thats one way of intepreting it but then again symbolism goes many ways and tarot decks are also many with different symbols.

This one is a common deck called the Rider-Waite Tarot

There are 22 cards, 22 paths on the tree of life and 22 chapters in the book of Revelation.

The two towers and the WTC have nothing in common.
It's called creating evidence out of thin air where it doesn't really exist.
The two towers have been an esoteric symbol for millenia. It's nothing spectacular.
Don't look so hard for conspiracies that you see them everywhere. You create illusions vainly trying to see some conspiracy in everything where there really is none.
Sorry to burst your bubble, but no conspiracy in tarot, just deep and ancient symbolism. The tarot is guide. The name itself means "The Royal Path".
The Royal Path to Wisdom! The cards have their origins in Egypt most likely.
Modern day playing cards have their origins in tarot. Remove the major arcana and also remove the pages. Thats all that happened to make modern day playing cards, plus a face change.
