how they would do it is in stages by at first offering it voluntarily to people while pushing it as a new and exciting technology

the next stage is that they will offer an incentive for having it so for example in order to receive your universal basic income digital currency from the government you will have to accept a microchip

the majority of people might become desperate due to unemployment after the aggressive roll out of automation by corporations and government so they may willingly accept the chip to get their UBI handout

this would leave a minority of people left unchipped and at that point the government could simply use the stick to make a legal requirement to have a microchip implanted in order to 'combat terrorism' and because that group is such a small part of society the rest of society would stand back and allow it to happen because they would already be affected
when the people in power want you dead, just existing is a revolutionary act
