It's not whether she has or not ...... it whether other  people perceive her to having one ....saying your/or responding to being  "gangstalked" generally makes people think that so can be a Self-fulfilling prophecy   also the system do not recognize gangstalking and believes the people that claim it must be delusional  ...so really is not useful or helpful ....it's only a description and a belief ( there NO independent verifiable objective evidence to support the belief ) ...which generally as seen as a false one

Nobody claiming they are not being  harassed

You make NO sense. Gangstalking and disabled people getting attacked because they are disabled are two very different things. You have to be physically disabled to be perceived as disabled by others at first sight so what you're saying makes no sense at all. There are loads of people who are not disabled and won't be perceived as having a disability, who are gangstalked. In fact I've never heard of people gangstalking disabled people. Stop posting nonsense.

If you are walking down the street and someone gangstalks you out of nowhere, then how can it be because they think you're mentally ill? Just by looking at you? What you're saying is that they are attacking them because they hate disabled people and think they are disabled, which imo is wrong.

There is evidence for gangstalking. But most of the time people may even ignore when things like this happen as it sounds a bit crazy.

But gangstalking has nothing to do with that. What you're saying doesn't make any sense whatsoever. Gangstalking happens to non disabled people, mentally or physically. But what Dawn is describing is not your typical hate crime, so that's why your posts seem to be irrelevant. It's just too weird and too abnormal to be your standard hate crime. We are not talking about a gang throwing a firework through your letterbox or smashing your window because you are old, black, gay or disabled. This is something entirely different.
