The order for his internment appears to have been issued by the local "préfet," the official representative of the French executive.

Are you sure it's hives? Sounds like shingles to me. Are they typically found on one side of the body? 

They are very contagious if so.

Although it is hard to say without seeing it.

Just wanted to give some credit to Nigel Farage - I don't think he is the answer but politically and currently he's the best chance we have of stopping this nonsense. Wrote an email about the whole scam to his credit he wrote a personal reply back. Which is more than I have got from some other politicians. So yip, I will give him some credit.
