I get perhaps the mum was trying to teach her child, but the other two waiting for 'permission and instructions' to go. It is like when you are driving at 4am and there are no cars around; free people go for it after looking around and checking there are no car lights or cops hiding in the bushes. Same when you are driving on a freeway at 4am and you are doing 140kmph. Others stick to the limit, stop at 4am at a red light and wait even though they are the only car for 10km, and also wait at crossings even though it is clear and no cars are coming.
