If the idea that there will be a great cataclysm around 2040-42 is correct, then the plan could be to eliminate the possibility that many will survive that cataclysm. Some of the population will go in to the DUMBS with the 'elite' and rebuild again when things settle down. But they will only want a very small population to be able to control the rewriting of 'His-story' again as they have countless other times in the 'past'. That is one lens, of course there are many others, it could simply be that 'the rats' have bred too much and now it is culling time. My neighbour has a holiday place in Portugal and told me how wet it has been there and Italy last week had atrocious flooding which again for this time of year is quite unusual.
