I think the narrative is falling apart so fast that they are either going to have to become more overt (yes that is possible) or they are going to have to backtrack a little and the only way they can do that is to throw some minions to the lions. It will probably be framed as 'total failure by the political leaders' (as it always is) so they can try to contain the truth.
