That it was started to control what was becoming the uncontrollable civil unrest that had been occurring across the globe - most importantly in China/Hong Kong where over a million were protesting and the Chinese government couldn't do anything to stop it. Victoria Gillick was painted as a prudish fanatic by the press for daring to insist that her daughter should not be given any form of contraception absent her parental consent. She was pilloried at the time and I think Lord Scarman opted for safety. Little could he foresee that the medical establishment would use his judgment to force experimental vaccines on kids.
