For example, rig a laser projector in a hidden location to project a message onto a large, distant building, or a bridge or something. - Setup audio projectors on a loop. Some kind of bullhorn that plays information on a loop, but is hard to physically find. For example, stick it up the top of a tree. The Wachowskis messed up the transfer of the graphic novel's plot to silver screen. In the graphic novel V was more of an anti-hero, and the story had a whole lot to do with individuals themselves taking action against the dictatorial regiment, an aspect which was mostly lacking from the movie.
