The main aim of the initial rollout is surely to get people used to the idea of regular jabs/gauge the compliance and act accordingly. Not saying people aren't dying/being maimed/possibly being sterilised, but I think the real end goal is about making it mandatory as soon as possible in order to get the vax passport up and running.
