What I mean is whether it was a depopulation agenda or just to tag and monitor people you wouldn't want to take out the compliant members who took the vaccine and would also take a digital ID. You'd want to take out or change the minds of the non compliant because it just makes good sense. So you could keep everyone in for months while you primed the population with your disease you wanted to spread and also give the recipients the antidote so they didn't die, you'd have a few casualties but nothing that could stop the rollout. Then you could let everyone out and the non vaccinated would catch said disease off those who had the jab. That way you'd scare a lot of the younger generations into taking the vaccine because refusal is going to be high and later on the digital ID and mandatory vaccinations.
