If the mainstream narrative becomes it is nonsense, that's just the next step away from digital passport/social IDs and the Social Credit System, as a means of likewise policing everyone... This being a stepping stone... Which of course will be linked to the likes of Passports and Driving Licenses, Facial Recognition and such biometric security which makes up technocracy. Which is why the political angle has come about in the first place. Without that, they wouldn't have even started this threat to people's driving licenses. TPTB have a reason for doing this. That and of course the desire to stop people from driving, particularly petrol and diesel cars. A way is necessary to do this without everyone seeing the attack for what it is and being against it. Divide and rule, it has always worked. People don't care until it impacts them and may even seek to justify such against others without seeing where this is going. Even the idea of TPTB trying or suggesting of doing this, is the same as spying on people's bank account and potentially robbing their money because the government suggest you owe money. Which is by no means the same thing as actually owing money and it is unlawful and the act of tyrants.
