Council can fine landlord up to 5 figures for failing to do almost anything that is in "the rules", including not having one of these, not making the improvements the report suggests (C1 must be fixed immediately, C2 ASAP, C3 is just recommended), tenant being anti-social, tenant removing/disabling smoke alarms, and so on.
