Years ago it was LIBYA that was blamed for any and all terror attacks. NOTHING whatsoever may have been found at Heathrow. The way to smuggle this stuff in would have been inside machine equipment sent by Sea Cargo. Iranians surely know that radiation detection is STANDART in all AIR CARGO operations? Also - after 9/11 the New York Times kept SCARING New Yorkers to death with articles about DIRTY BOMBS and SUITCASE NUKES. NOTHING whatsoever happened.
