This creates a great incentive for anyone powerful enough to keep on pinching resources and other things from other places. Like Silicon Valley pinching our private data. Even if you could untangle who should pay reparations, there's also the question of who should receive them? Who are the victims of historical slavery still alive? Good point, and since none of whom are likely to be alive now anyway, it's just a ridiculous, grasping money-grab attempt.
