Fair point bomb, I don't know, I wonder if this is something to do with digital processing and the waves that we see there in that video are not waves at all? Instead just some kind of interferance or maybe an error with the way digital deals with certain kind of refracted light? Good question though... All I can say from my limited experience is that when I look at a planet it will appear like this whilst adjusting the focus. At some point, of out of focus, planets appear as rings. When I was first started using my telescope I didn't realise that I had to be more patient with the process. I cant say what Im seeing in the video is what I've mentioned because I don't have the same equipment available to me. I use my ladies Nikon DLSR which I can attach directly to my scope.
