I would recommend the 'Pandemic Simulation Games' presentation by Paul Schreyer below for info on this topic specific to pandemic scenarios.

For more than 20 years, pandemic scenarios have been repeatedly rehearsed in simulation exercises. This includes Event 201 which took place in October 2019, immediately preceding the coronavirus outbreak, and after which many measures which had been rehearsed and discussed for years were put into practice. Paul Schreyer’s presentation, in German but with an English voice over and subtitles, chronologically traces how these exercises came about from the 1990s onwards, who organised them and how they parallel the current situation.

Counter-terrorist training exercise days before 7/7 was 'entirely a coincidence'

By Daily Mail Reporter
Updated: 12:07 EDT, 10 February 2011

Police completed a terror training exercise which envisaged an attack on London's transport network just days before the 7/7 atrocity, an inquest heard today.

During the 'table top' drill, officers were asked to respond to imaginary bombings at Waterloo, Embankment and St James's Park Underground stations.

But there was absolutely no intelligence at the time to suggest such an attack was imminent, the hearing was told.

'No intelligence to suggest attack': the drill envisage attacks on the Tube days before Shehzahd Tanweer blew himself up on a train near Aldgate station, above.

Instead, the scenario drawn up by a detective chief superintendent was designed to see how the force would cope if police were prevented from getting to work.

Assistant Commissioner Chris Allison agreed that a potential attack on the Underground was a 'very real contemplation' for the Metropolitan Police at the time.

But he insisted the force had no specific information indicating suicide bombers were on the brink of perpetrating the worst single terrorist atrocity on British soil.
