BBC is just going the way of what Reach Plc have done with 'local' newspapers and Global with 'local' commercial radio stations - you'll still have 'local radio stations' and 'local news' but much of the content will just be created by centralised teams of journalists, sitting in an office in London trawling through Twitter and Facebook groups for 'news'.
