The first word of the verse is singular, the rest are plural. It's unusual to get a sentence with words having inconsistent number like this, and it only happens when the sentence has the word "elohim". If you were to translate it into English, then "Elohim said, 'let us make mankind in our image ...'" would be pretty close. You can get some insight into how there is a singular speaker by taking a look at the start of Exodus 20.
