To be fair, they're too busy trying to care for themselves - like put food on the table kind of care. It wasn't until the early 2000s, less than 20 yrs ago,  after Putin cemented his hold that Russia had a stabilized economy - they spent the 90s poorer and literally more hungry with more unemployment and demoralization than how it was under demonic Communism.
