This means that the defense on the Siberian side becomes weak. Putin can't let go of Siberia because it has natural gas and seamless pipe from Siberia goes to Europe ($$$) and need to protect it from China. So Putin and China got together which means that China can relax knowing that Putin is not going to risk them. It's a lot to do with oil & gas.
