There's an inevitability about it. However, the definition of 'fully vaccinated' will change (as in Israel) whereby eventually those who are on their fourth booster shot will be treated as unvaccinated. Then it will be those on their fifteenth booster shot being counted as unvaccinated etc. Imagine having to have a weekly booster.
