This is my findings but the Creator didn't create the Catch 22 situation. It was the false god who created it. In heavens, they don't have morals like the ones humans have created. Of course, some does match up but not all. For example, we tend to consider helping someone is a good deed. But from the above, it may not be because you could be actually stealing an opportunity for someone to really clear their karma or issues by helping.
