Yes basically but as whodaguy states it's hidden in plain sight rather than being a cipher ... 33 is the most commonly used by the thing they do like 23 as well as 2÷ 3 = 0.666 etc ... There are hundreds of reasons 33 is used one being that the real mystery religion of Egypt starts at the 33rd degree of freemasonry .

'Sonic boom' in Dorset blamed on 'fireball meteor'
