No, I'm working on the presumption that whoever is operating the "drones" has anticipated that classification/secrecy is likely to become a non-issue, so it doesn't matter to them how many people are aware that they are active. Sort of, like compliance through shock. For example, when during 9/11 people were so shocked that they didn't question the "war or terror". It's a valid point that they can't have their "cake" of ignorance and also "eat" it by knowing that there is no threat. But the inconsistency may simply be a consequence of having to maintain the tradition of denying that UFOs represent extraterrestrial beings rather than being part of a psyop like Project Blue Beam. Project Blue Beam is based on the idea that the state is the saviour in the face of an alien threat, which of course doesn't work with the claim that no threat exists.

  17. Maybe the USSR didn't get them all. Zelensky's appeals don't mean that they never had them. Unlikely since Iran has disavowed producing them. But they have the infrastructure to do so. There could be other sources. Particle density diminishes according to the inverse square law (like light), so the closer to the ground the better.
