I just finished Chaos: Charles Manson, the CIA, and the Secret History of the Sixties by Tom O'Neil. He's done a deep dive into Dr. West, the CIA, the Free Clinic in Haight Ashbury and various official obfuscators.
He got a chance to go into some of the new documents that were released by UCLA covering West's work.
Unfortunately, it's more a book about why it took him twenty years to write it, than it is about West, Manson, the the secret government.
Maybe someone will go into the book and re-organize it, and go through his various suppositions, with an eye to how much evidence there is for each one.
He bounces around in time and space, and it's difficult to keep track of what is innuendo, what is based on later-proven lies, and what has solid foundation.
If you are inerested in this material, you have to read this book. He spent twenty years investigating it, talking to sources, digging through documents and offical records.
