Strange document i found

I have crossed my way with one document which sparked my interest.

When you read whole chapter starting from page 23 (didn't we have discussion about number 23 few days ago?), you may land in same state of puzzleness as i am now. It talks abotu sone tests done in 1954. I don't want to spoil suprise so go ahead and read it:

I've read a few pages, interesting. Wasn't information like this meant to be released 50 years after the event? or something :p
