Yeah, that's one of its original uses. It was also used in Greece and Italy as a sign to ward off the "evil eye". And that association with the "evil eye" was most likely how it came to be associated with "evil" or the devil due to the classic ignorance that people exhibit when viewing and interpreting other cultures (ie, Anton Lavey, who was an occult hack).

Today it's just a generic symbol used to make you look cool ("rock on"), as meaningless as the "peace" sign; and its use so common that I have a hard time understanding how anyone can believe that it's some sort of secret signal (what would even the point of it).
