From the Associated press article:

British vets have been pushing the microchip for years.

Indeed it is also becoming difficult to adopt many types of rescue animals without a microchip implant, even rabbits.

Animal welfare groups also need to know about this. Maybe with enough pressure, we can get rid of this horrid thing once and for all ?
