That scenario is what gentrification attempts to exploit. They see a government grant coiming up for regenerating problem high crime deprived areas. So they pull the policing. fill it with their own drugs and prostitutes. Drive the families out. Fill it with addictsx etc. Then property prices drop. They then move in and pirchase up the area on the cheap. Then they apply for regeneration grants from the EU etc. It is all a scam. They maintain ownership of resources by creating boom and bust. Unpoliceable areas are just the micro level example of what they're doing country by country. Boom and bust is our bust and their boom.
