the CIA had many reasons to hate the Cuban leader.After pursuing many mad methods of murder- including lacing his cigars with hallucinogens- the CIA put poison in Castros diving suit
Given the CIA wrote a report entitled "Inspector generals reports on plots to assasinate Fidel Castro" it is fair to say guilty as charged
English government kills its own soldiers
The government needed to road test "cures for the common cold" at their chemical defense porton down in 1950's, they enlisted soldiers as guinea pigs. Unfortunately instead of lemsip they were given nerve gas. Many suffered painful deaths
