Has anyone seen this film?
It was briefly released in 2001(paid for by the director) but never got picked for distribution in the UK.
I worked on this film back in 1999 and was thinking the other day about how accurate the story line was,even if it's almost like a fable.But it features a central character called No, who comes from the sewer,and who 'shapeshifts' into 9 different characters,always with the agenda of erasing humanity.London is portrayed as under constant surveillance,and the one character who chases after No is a blind psychic police inspector.

It was a sleeper hit in Berlin,released there to great acclaim and reviews.
