Good find also but this may be a bit too obvious but the olive branches are a symble Romam Empire Vexilloid of the Roman Empire (http://en.wikipedia.org/wiki/File:Vexilloid_of_the_Roman_Empire.svg)

Also it has a cage going over the whole world so its a world empire or prison planet
