Dear Intercessors, public address individuals and street corner/soap box speakers,

Things are moving so quickly and we are out of time! The spirit of Pharaoh has entered our land! We have found out that our little town of Hardin is the 'test town' for President Obama’s new law to privatize the police force of local communities. Last night, the city council voted to disband our sheriff’s department and to bring in a private security company to police the town.

Interestingly, earlier in the day, the mayor when asked in an interview about the privatization of our police department completely denied it and said that would not be done with out a council meeting. Then that evening, a council meeting was held in regards to that very thing. At the beginning of this month, our local prison signed an agreement with the American Police Force which is a subsidiary of a larger private security force that the U.S. used in the Iraq war and Hurricane Katrina.

Yesterday, a convoy of twelve 'blacked out' Mercedes Benz SUV’s were brought into town. They were already painted with Hardin’s colors and ‘Hardin Police Force’ was already painted on them! Hardin’s sheriff’s department will no longer be in operation after the month of October. During October, the Sheriff’s Department is to train this new security force in all the logistics of running the town of Hardin. If you go on the American Police Force site, you might notice that the logo they use is actually a Russian logo. I have been told that the man who came with this new security force as the captain, has a thick Russian accent.

Earlier this month, in an interview in regards to this Hardin prison and the training center that they are planning to build, we were told that seventy five percent of the security officers that were to be trained would be ‘international’.

This private security force is already patrolling the town. They had several people stopped yesterday. Also, it appears that they are building some type of heavy duty gate at the entrances of our town.

In an interview, the American Police Force security has stated that they will stay here one month to assess the population and then they will make their permanent base here. They said they are scouting out thirty towns in the U.S. but that Hardin is the first. Also, President Obama has authorized and signed a bill for full government funding of the privatization of the police departments throughout the U.S. By the end of October, it is their plan to have all major cities locked down!

In an interview with one of the city council members, he stated that this new H1N1 shot which has not been tested will be mandatory and if a resident of our town refuses, they will be taken to our prison where they will be quarantined. A federal law has been passed that makes it mandatory that all health care workers have to take this new shot. If they do not, they will automatically loose their jobs.

The new federal law that is in place makes gives you four choices in regards to this new shot. One, you can voluntarily take it or you can refuse and be taken to a place to be quarantined, or as an alternative; if you refuse, you can have a chip placed in you to track you or a tracking bracelet which cannot be taken off. The state borders will be manned and locked down in the near future in regards to this mandatory shot.

I am also told by a reliable source that today one of the managers at a local business in Hardin was visited by this new private security force which is now the new Hardin Police Department. He is an avid hunter and they came to inform him that they had a list of all fire arms that he owned; this includes all the residents of our town, and that he would need to take his guns down to have them put a marking device on them.

Also, today, one of the main streets in Hardin was completely blocked off and they have been setting up information booths where they are passing out pamphlets with information on this new H1N1 shot.

Intercessors, I am not making up any of this information! You can go on the internet and verify most of this information from KULR 8, MSNBC or Fox news. Things have changed so quickly in the last 24 hours! Things are not and will never be the same. We are indeed going into the prophesied 'four years of captivity for America'. I believe we are about to enter into a time of persecution that the Church in America has never known! We must prepare! The good news is that this is also the time when the Glory of God will manifest itself in a way we have never known!

HARDIN, Mont.—After arriving in this rural city with three Mercedes SUVs marked with the logo of a nonexistent police department, representatives of an obscure California security company said preparations were under way to take over Hardin's never-used, $27 million jail.

Significant obstacles remain—including a lack of any prisoner contracts on the part of the company that wants to run the jail, American Police Force.

And on Friday came the revelation the company's operating agreement for the facility has yet to be validated—two weeks after city leaders first unveiled what they said was a signed agreement.

Still, some Hardin leaders said the deal to turn over the 464-bed jail remained on track.

The agreement with American Police Force has been heavily promoted by members of the city's economic development branch, the Two Rivers Authority. Authority Vice President Albert Peterson on Friday repeated his claim to be "100 percent" confident in the company.

The lead public figure for American Police Force, Michael Hilton, said more than 200 employees would be sought for the jail and a proposed military and law enforcement training center.

That would be a significant boost to Hardin, a struggling town of 3,500 located about 45 miles east of Billings. An earlier announcement that a job fair would be held during the last week never came to fruition.

Hilton also said he planned a helicopter tour of the region in coming days to look at real estate for a planned tactical military training ground. He said 5,000 to 10,000 acres were needed to complement the training center, a $17 million project.

But the company's flashy arrival this week stirred new questions. The logo on the black Mercedes SUVs said "City of Hardin Police Department."

Yet the city has not had a police force of its own for 30 years.

"Pretty looking police car, ain't it?" Hardin resident Leroy Frickle, 67, said as he eyed one of the vehicles parked in front of a bed and breakfast where Hilton and other company representatives were staying. "The things you hear about this American Police, I don't know what to think."

Hilton said the vehicles would be handed over to the city if it forms a police force of its own. The city is now under the jurisdiction of the Big Horn County Sheriff's Office.

After meeting briefly with Hilton on Friday, Mayor Ron Adams said he wanted the police logos removed.

"This helps, but it doesn't answer everything until the contract is signed," Adams said. "Talk is cheap."

Hilton said the company's arrival in Hardin would help allay such concerns. And he promised that on Feb. 1, 2010, Hardin would receive its first check under a deal said to be worth more than $2.6 million annually.

Little has been revealed to date about American Police Force. The company was incorporated in California in March, soon after Hardin's empty jail gained notoriety after city leaders suggested it could be used for the Guantanamo Bay terrorism detainees.

Members of Montana's congressional delegation say they have been closely monitoring the events in Hardin, but the city has largely been going it alone.

In the two years since the jail was built, city leaders have clashed repeatedly with the administration of Gov. Brian Schweitzer, who opposed efforts to bring in out-of-state prisoners.

After then-Attorney General Mike McGrath issued a 2007 opinion saying prisoners from other states were prohibited, Hardin successfully sued the state.

Despite the city's contention that the state has continued to foil its efforts to find prisoners, Montana Department of Corrections spokesman Bob Anez said his agency is no longer involved. "That's water under the bridge," Anez said.

On Friday, American Police Force announced its first local hire: a reporter for the Billings Gazette, Becky Shay, who has covered events surrounding the jail since its construction. She will be the company's spokeswoman for $60,000 a year.

Shay said she intended to bring new transparency to the process, but declined to directly answer the first question posed to her: Where is American Police Force getting the money to operate the jail and build the training center?

"I know enough about where the money is coming from to be confident signing on with them," she said.

Gazette Editor Steve Prosinski said he was first informed about Shay's decision to leave the paper on Friday. "We weren't aware that she was talking with them about employment," he said.

Hilton said he also had a job discussion with Kerri Smith, wife of Two Rivers Authority Executive Director Greg Smith, who helped craft the deal to bring American Police Force to Hardin. Greg Smith was placed on unpaid leave two weeks ago for reasons that have not been explained.

Kerri Smith is one of two finalists in the city's mayoral race. Hilton said he asked her to call him about possible employment if she did not win the race.

Kerri Smith could not be reached immediately for comment. A message was left by The Associated Press at a theater owned by the Smith family. Her home number is unlisted.

Officials with the Two Rivers Authority in Hardin say that plans with the American Police Force to use the new Hardin Detention Facility are moving full speed ahead.

The keys to the facility could be turned over to the California company soon, and although the contract has not yet been finalized, Two Rivers officials say APF employees are in town this week.

Two Rivers Authority officials told Montana's News Station that a few APF staff members arrived in Hardin Wednesday night after driving from southern California. Officials say they began work on Thursday, but we didn't see or hear back from any employees of APF.

Two Rivers spokesman Al Peterson says contract negotiations are still being worked out since APF will have to repay bond holders and then the Two Rivers Authority. He says Two Rivers will be getting about $5 per day, per prisoner, and are still working out additional details.

Peterson says both groups are gearing up to get the Hardin facility ready. Thursday, technical crews installed additional security cameras around the building.APF and Two Rivers will check inventory and in the next two weeks plan to host a job fair.

They plan on hiring a couple hundred people to operate the facility. So far 900 people have applied on the APF Web site.

"I'm ecstatic it is going to happen. There's not a question in my mind and it's certainly a lot better than the alternative. The alternative would be that if the bondholders were to foreclose, TRA (Two Rivers Authority) would lose ownership of the facility and the city of Hardin and the TRA would have then absolutely no control over who bought the building, or what could come in," Al Peterson said.

He says time will tell how many prisoners will fill the facility. But he did hint that APF's major use will be the training facility, contracting with companies across the world and a small percentage of U.S. companies. Over the next couple of weeks, they will announce who will be running the facility and Peterson says people will be shocked.

The preliminary agreement means APF will take over the Two Rivers Detention Facility and will build a 104,000 square foot training center, complete with a state of the art $17 million forensics lab. APF's contract expires in September 2019, with a possible renewal.

The company's website states the U.S. government is their biggest client, but an Associated Press search of two comprehensive federal government contractor databases turned up no record of American Police Force.

Several media agencies have identified inconsistencies with the company. In Santa Ana, American Police Force occupies a single suite on the second floor of a two-story office building. During a visit to the location Thursday, a reporter for The Associated Press encountered a uniformed man behind a desk who would identify himself only as “Captain Michael.”

The man declined to discuss basic details about the company and referred the reporter to the company’s Web site. In a subsequent phone interview, he provided his surname but insisted it not be used because of security concerns. The man said he was a naturalized U.S. citizen born in Montenegro with decades of experience in military and law enforcement operations.

The man said his boss is a retired U.S. Army colonel named Richard Culver who is currently overseas. Culver’s role with the company could not be immediately verified.

BILLINGS - A new contract not only promises to breathe life into the empty Hardin jail, but to expand it as well.

Two River Authority officials have entered into a 10-year contract with an out-of-state security firm to bring 1,000 prisoners to the Hardin jail by mid March, but law enforcement has never heard of the firm.

After sitting vacant two years after completion the Hardin jail will now house prisoners provided by California security firm American Police Force. "I am just thrilled for the city of Hardin and I can't wait to see it all just come together," said Executive Director Greg Smith. "We did research for the past 11 months. It's very good it's a beautiful prison and I'm surprised its been empty for the past 2 years," said an American Police Force spokesperson who wanted to stay anonymous for security reasons.

Smith says the group contacted him during the media stormed that surrounded the prison when officials asked the government to house Gitmo prisoners there. The security firm visited shortly after and the agreement was signed in early September. But the group is an unknown to both the U.S. Marshals and the Federal Detention Trustee and when you search their website the group mentions nothing about holding detainees or prisoners.

In fact, the website features services that include special forces training, international weapons sales, and fugitive recovery. "This is really a chance for them to expand their operation," said Smith. "Like a lot of companies they've decided to get into another thing closely related to what they do and that's what they're doing."

Jail officials say they did the research prior to signing the agreement and the group is legitimate. The security firm plans to expand the 464-bed facility to 1,000 soon and fill the building by mid March and officials also plan on providing a homeless shelter, animal shelter, and state-of-the-art forensic lab in Hardin as well as a facility where they can train domestic and international police officers.

There are at least 2 Group Operations Directors who are former UKSF (SAS) Fraser Brown is one of them.

This company is very highly integrated into NWO "security" and has a lot of muscle and money a la Blackwater.

Dear Intercessors, public address individuals and street corner/soap box speakers,

Things are moving so quickly and we are out of time! The spirit of Pharaoh has entered our land! We have found out that our little town of Hardin is the 'test town' for President Obama’s new law to privatize the police force of local communities. Last night, the city council voted to disband our sheriff’s department and to bring in a private security company to police the town.

Interestingly, earlier in the day, the mayor when asked in an interview about the privatization of our police department completely denied it and said that would not be done with out a council meeting. Then that evening, a council meeting was held in regards to that very thing. At the beginning of this month, our local prison signed an agreement with the American Police Force which is a subsidiary of a larger private security force that the U.S. used in the Iraq war and Hurricane Katrina.

Yesterday, a convoy of twelve 'blacked out' Mercedes Benz SUV’s were brought into town. They were already painted with Hardin’s colors and ‘Hardin Police Force’ was already painted on them! Hardin’s sheriff’s department will no longer be in operation after the month of October. During October, the Sheriff’s Department is to train this new security force in all the logistics of running the town of Hardin. If you go on the American Police Force site, you might notice that the logo they use is actually a Russian logo. I have been told that the man who came with this new security force as the captain, has a thick Russian accent.

Earlier this month, in an interview in regards to this Hardin prison and the training center that they are planning to build, we were told that seventy five percent of the security officers that were to be trained would be ‘international’.

This private security force is already patrolling the town. They had several people stopped yesterday. Also, it appears that they are building some type of heavy duty gate at the entrances of our town.

In an interview, the American Police Force security has stated that they will stay here one month to assess the population and then they will make their permanent base here. They said they are scouting out thirty towns in the U.S. but that Hardin is the first. Also, President Obama has authorized and signed a bill for full government funding of the privatization of the police departments throughout the U.S. By the end of October, it is their plan to have all major cities locked down!

In an interview with one of the city council members, he stated that this new H1N1 shot which has not been tested will be mandatory and if a resident of our town refuses, they will be taken to our prison where they will be quarantined. A federal law has been passed that makes it mandatory that all health care workers have to take this new shot. If they do not, they will automatically loose their jobs.

The new federal law that is in place makes gives you four choices in regards to this new shot. One, you can voluntarily take it or you can refuse and be taken to a place to be quarantined, or as an alternative; if you refuse, you can have a chip placed in you to track you or a tracking bracelet which cannot be taken off. The state borders will be manned and locked down in the near future in regards to this mandatory shot.

I am also told by a reliable source that today one of the managers at a local business in Hardin was visited by this new private security force which is now the new Hardin Police Department. He is an avid hunter and they came to inform him that they had a list of all fire arms that he owned; this includes all the residents of our town, and that he would need to take his guns down to have them put a marking device on them.

Also, today, one of the main streets in Hardin was completely blocked off and they have been setting up information booths where they are passing out pamphlets with information on this new H1N1 shot.

Intercessors, I am not making up any of this information! You can go on the internet and verify most of this information from KULR 8, MSNBC or Fox news. Things have changed so quickly in the last 24 hours! Things are not and will never be the same. We are indeed going into the prophesied 'four years of captivity for America'. I believe we are about to enter into a time of persecution that the Church in America has never known! We must prepare! The good news is that this is also the time when the Glory of God will manifest itself in a way we have never known!

I know people are going to say I'm just not seeing it, but I've been researching this one all day...and I think its some kind of highly elaborate hoax or scam, with the intention to defraud the council of Hardin, playing off their greed and their obviously messed up desire to make money off of a private prison that obviously had no need to be there in the first place.

Looks like some corrupt small town politician has spent a LOT of taxpayers money unnecessarily (from what I can research, $27 million) on a project they had no experience running at all. The project has bombed, and they are desperate to cover the losses - so turned to the first people who came in offering a solution. In fact, I'm willing to bet they've forked over even MORE taxpayers money to APF.

According to local news and residents who live in Hardin they are harassing the whole town. The American Police Force are integrating themselves with the Sheriff’s department, patrolling the streets, pulling people over, and even have been said to be building some kind of heavy duty gates at the entrances of the town. Even a Two Rivers Authority official said that the aggressive tactics of the APF was never part of their agenda.

Shirley Adams is the wife of Ron Adams, the mayor of Hardin, Montana and answered questions for this article about the privatizing of the Hardin police. Shirley said that no such thing had occurred and that the Big Horn County Sheriff’s office is still patrolling their city of about 3,500 residents, a town about 45 miles southeast of Billings.

I informed her that the Internet community and talk radio was rife with reports that this private security force is already patrolling their town and that they had several people stopped yesterday. Also that they were building some type of heavy duty gate at the entrances of town. “No way is that happening”, she said, “ I would know since I drive around town every day and have not noticed anything out of place” She said that her husband has been fielding a lot of calls from inquiring reporters and others peppering him with questions about the American Police Force contract.

I called the B & H Casino, located next to the off ramp of the I-90 into Hardin, and received a friendly greeting from Danielle. She also indicated that no heavy duty gate was being installed next to the highway into town. Danielle said that she is a long time Hardinite and would know if something untoward was going on. Next I called the gas station across the street from the casino and spoke to “D”, who did not want his name used for direct quotation in this article. D indicated that he had not seen any unusual activity in town and confirmed that no heavy duty gate was being installed next to their gas station.

Now if this whole thing is starting to sound like the scene out of a movie and even the sequel to Mel Brooks’ movie Blazing Saddles you may be wrong. We did confirm that the Town of Hardin, Montana held a news conference conducted by Becky Shay, the spokesperson for the “American Police Force”, last Saturday. They had shown up with three darkened out Mercedes SUV’s with Hardin Police decals on their side doors but she quickly debunked the fact that they were taking over policing the town. The decals did include the Serbian national crest, which made the vehicles look even more official.

Mayor Ron Adams pointed out that no agreement with the American Police Force had yet been approved by the Hardin City Council but left the door open speculation. “The lead public figure for American Police Force, Michael Hilton, said more than 200 employees would be sought for the jail and a proposed military and law enforcement training center.

Hilton also said he planned a helicopter tour of the region in coming days to look at real estate for a planned tactical military training ground. He said 5,000 to 10,000 acres were needed to complement the training center, a $17 million project.”

The private security angle came up in April 2009 when the Two Rivers Authority and the Hardin City Council started looking into the possibility of housing enemy combatants, currently detained in Guantanamo Bay (aka Gitmo), Cuba, in their recently completed but still sitting empty detention center. In May 2009 a business called the American Police Force (”APF”) registered their domain name as americanpolicegroup.com. The next thing APF hits the City of Hardin with all the promises they wanted to hear in order to have them sign a contract to lease the private jail as well as build a police training facility to include them taking over policing their town.

The APF has as of yet not been made aware that the State of Montana has a constitution that forbids the creation of a private police force. Those were called posses during the lawless Wild West days in Montana back in the late 1800’s. Citizens are now more law abiding and the worst thing you can get caught at in Terry is going 29 miles on Spring Street 25 miles per hour zone. APF could be in the process of applying it would take the legislature or the Governor to give final approval. But better be watching out for one of those black Mercedes SUV’s to pull up behind you and turn on its siren. It could be the American Police Force hitting your town.

What I can't work out is this:

For anyone who has ever been self-employed or is even remotely interested in economics, it has to be obvious that for a Local Authority (or Council, in this case 'Two Rivers Authority'), to build a complex such as a prison and then have it standing empty for two years smacks either of total incompetence or, dare I say it...high level corruption.

I've run my own business twice in my life...each time, before actually starting to operate, I have done extensive research into the need/feasibility of the project and then, to secure financing, had to obtain letters of intent from prospective customers to show that I'm not going to be pounding the streets on my first day looking for business...
What happened to the contracts that must have been signed prior to the facility being built?

For the bill to be signed by the President, and be passed into law, it would have had to be voted on by and pass both the Senate and Congress. What was the number of the bill?

I know people are going to say I'm just not seeing it, but I've been researching this one all day...and I think its some kind of highly elaborate hoax or scam, with the intention to defraud the council of Hardin, playing off their greed and their obviously messed up desire to make money off of a private prison that obviously had no need to be there in the first place.

Looks like some corrupt small town politician has spent a LOT of taxpayers money unnecessarily (from what I can research, $27 million) on a project they had no experience running at all. The project has bombed, and they are desperate to cover the losses - so turned to the first people who came in offering a solution. In fact, I'm willing to bet they've forked over even MORE taxpayers money to APF.

Now, all this has gone from local to state media, and is now gaining national attention; I've heard APF intend to give a press conference, but I'm thinking somehow that Captain Michael Hilton and crew will vanish like the wind before the weekend, shortly before their websites shut down.

These guys claim to be able to rustle up a battalion of Special Forces in 72 hours...that's anywhere between 1000-1500 soldiers. And yet, all they have on the ground is 3 SUV's?

Something not quite adding up here.

Dear Intercessors, public address individuals and street corner/soap box speakers,

Things are moving so quickly and we are out of time! The spirit of Pharaoh has entered our land! We have found out that our little town of Hardin is the 'test town' for President Obama’s new law to privatize the police force of local communities. Last night, the city council voted to disband our sheriff’s department and to bring in a private security company to police the town.

Interestingly, earlier in the day, the mayor when asked in an interview about the privatization of our police department completely denied it and said that would not be done with out a council meeting. Then that evening, a council meeting was held in regards to that very thing. At the beginning of this month, our local prison signed an agreement with the American Police Force which is a subsidiary of a larger private security force that the U.S. used in the Iraq war and Hurricane Katrina.

Yesterday, a convoy of twelve 'blacked out' Mercedes Benz SUV’s were brought into town. They were already painted with Hardin’s colors and ‘Hardin Police Force’ was already painted on them! Hardin’s sheriff’s department will no longer be in operation after the month of October. During October, the Sheriff’s Department is to train this new security force in all the logistics of running the town of Hardin. If you go on the American Police Force site, you might notice that the logo they use is actually a Russian logo. I have been told that the man who came with this new security force as the captain, has a thick Russian accent.

Earlier this month, in an interview in regards to this Hardin prison and the training center that they are planning to build, we were told that seventy five percent of the security officers that were to be trained would be ‘international’.

This private security force is already patrolling the town. They had several people stopped yesterday. Also, it appears that they are building some type of heavy duty gate at the entrances of our town.

In an interview, the American Police Force security has stated that they will stay here one month to assess the population and then they will make their permanent base here. They said they are scouting out thirty towns in the U.S. but that Hardin is the first. Also, President Obama has authorized and signed a bill for full government funding of the privatization of the police departments throughout the U.S. By the end of October, it is their plan to have all major cities locked down!

In an interview with one of the city council members, he stated that this new H1N1 shot which has not been tested will be mandatory and if a resident of our town refuses, they will be taken to our prison where they will be quarantined. A federal law has been passed that makes it mandatory that all health care workers have to take this new shot. If they do not, they will automatically loose their jobs.

The new federal law that is in place makes gives you four choices in regards to this new shot. One, you can voluntarily take it or you can refuse and be taken to a place to be quarantined, or as an alternative; if you refuse, you can have a chip placed in you to track you or a tracking bracelet which cannot be taken off. The state borders will be manned and locked down in the near future in regards to this mandatory shot.

I am also told by a reliable source that today one of the managers at a local business in Hardin was visited by this new private security force which is now the new Hardin Police Department. He is an avid hunter and they came to inform him that they had a list of all fire arms that he owned; this includes all the residents of our town, and that he would need to take his guns down to have them put a marking device on them.

Also, today, one of the main streets in Hardin was completely blocked off and they have been setting up information booths where they are passing out pamphlets with information on this new H1N1 shot.

Intercessors, I am not making up any of this information! You can go on the internet and verify most of this information from KULR 8, MSNBC or Fox news. Things have changed so quickly in the last 24 hours! Things are not and will never be the same. We are indeed going into the prophesied 'four years of captivity for America'. I believe we are about to enter into a time of persecution that the Church in America has never known! We must prepare! The good news is that this is also the time when the Glory of God will manifest itself in a way we have never known!

Shirley Adams is the wife of Ron Adams, the mayor of Hardin, Montana and answered questions for this article about the privatizing of the Hardin police. Shirley said that no such thing had occurred and that the Big Horn County Sheriff’s office is still patrolling their city of about 3,500 residents, a town about 45 miles southeast of Billings.

I informed her that the Internet community and talk radio was rife with reports that this private security force is already patrolling their town and that they had several people stopped yesterday. Also that they were building some type of heavy duty gate at the entrances of town. “No way is that happening”, she said, “ I would know since I drive around town every day and have not noticed anything out of place” She said that her husband has been fielding a lot of calls from inquiring reporters and others peppering him with questions about the American Police Force contract.

I called the B & H Casino, located next to the off ramp of the I-90 into Hardin, and received a friendly greeting from Danielle. She also indicated that no heavy duty gate was being installed next to the highway into town. Danielle said that she is a long time Hardinite and would know if something untoward was going on. Next I called the gas station across the street from the casino and spoke to “D”, who did not want his name used for direct quotation in this article. D indicated that he had not seen any unusual activity in town and confirmed that no heavy duty gate was being installed next to their gas station.

Now if this whole thing is starting to sound like the scene out of a movie and even the sequel to Mel Brooks’ movie Blazing Saddles you may be wrong. We did confirm that the Town of Hardin, Montana held a news conference conducted by Becky Shay, the spokesperson for the “American Police Force”, last Saturday. They had shown up with three darkened out Mercedes SUV’s with Hardin Police decals on their side doors but she quickly debunked the fact that they were taking over policing the town. The decals did include the Serbian national crest, which made the vehicles look even more official.

Mayor Ron Adams pointed out that no agreement with the American Police Force had yet been approved by the Hardin City Council but left the door open speculation. He said that that the Twin Rivers Authority had a deal in the works to lease out their empty jail facility for 10 years with the APF people that would bring a much needed boost to the economy of Hardin.

The Associated Press reported:

“The lead public figure for American Police Force, Michael Hilton, said more than 200 employees would be sought for the jail and a proposed military and law enforcement training center.

Hilton also said he planned a helicopter tour of the region in coming days to look at real estate for a planned tactical military training ground. He said 5,000 to 10,000 acres were needed to complement the training center, a $17 million project.”

The private security angle came up in April 2009 when the Two Rivers Authority and the Hardin City Council started looking into the possibility of housing enemy combatants, currently detained in Guantanamo Bay (aka Gitmo), Cuba, in their recently completed but still sitting empty detention center. In May 2009 a business called the American Police Force (”APF”) registered their domain name as americanpolicegroup.com. The next thing APF hits the City of Hardin with all the promises they wanted to hear in order to have them sign a contract to lease the private jail as well as build a police training facility to include them taking over policing their town.

The APF has as of yet not been made aware that the State of Montana has a constitution that forbids the creation of a private police force. Those were called posses during the lawless Wild West days in Montana back in the late 1800’s. Citizens are now more law abiding and the worst thing you can get caught at in Terry is going 29 miles on Spring Street 25 miles per hour zone. APF could be in the process of applying it would take the legislature or the Governor to give final approval. But better be watching out for one of those black Mercedes SUV’s to pull up behind you and turn on its siren. It could be the American Police Force hitting your town.

US military bases have been using contract employees for just about everything for years: gate security, transportation, administration, some medical, fire alarm and fire safety just to name a few off the top of my head.

When the contract is up, the bidding process begins again and the contract is awarded to the lowest bidder of course.

There are a number of such security companies. They have very impressive and fearsome images in their brochures and marketing vids and websites.

Real police have certain rules to follow. Perhaps these security companies do not have to follow the same rules?

I guess security is something they can't farm out overseas.......although I just had a memory: When I lived in another state in a large city, the courthouses and all state and Federal buildings had Homeland guards stationed about them. They were mostly people from other nations who could barely communicate in English.

Odd, the nation is broke, policemen are being laid off, positions are being eliminated through attrition also, some of the worst areas of cities are either not patrolled at all or the patrol has been cut way back yet somebody, somewhere has the money to hire these companies.

After arriving in this tiny city with three Mercedes SUVs marked with the logo of a police department that has never existed, representatives of the obscure California security company said preparations were under way to take over Hardin’s jail, which has no prisoners.

And on Friday came the revelation the company’s operating agreement for the facility has yet to be validated – two weeks after city leaders first unveiled what they said was a signed agreement.

It appears Hilton has been involved in several fraud cases and has even spent six years in a California prison.
According to the Associated Press, court documents show that Hilton has $1.1 million dollars worth of outstanding judgments against him. Records indicate Hilton has multiple aliases, and has twice declared bankruptcy.
Fraud cases include luring investors into a fake real estate development project, convincing a couple to give him a silver statue worth $100,000 dollars, and pocketing construction funds.
Hilton landed a six year prison term in 1993 for a dozen counts of grand theft among other charges.
A California doctor who said he was conned by Hilton said he was stunned to learn Hilton was planning a major venture in Montana.
"I didn't even sleep last night because of the memories that it conjured up, he's the reason I had to go bankrupt. I lost my practice, I had some mental issues because of this. He was using up other people's money, mainly mine, and other people, like a Ponzi scheme."
Calls to new APF Spokewoman Becky Shay, Two Rivers Authority Vice President Al Peterson, and Hardin Mayor Ron Adams were not returned.

Back to Montana...My family has farmland up by the Canadian border, and if/when frogs hit the fan, I would not hesitate to head up there (the house is condemned but there are a few houses in the town that can be rented). Whilst I empathise with the Serbian people in principle, this is not the place to thrash it out.
The title of the thread is: "State Police Dept being taken over..."

That a State Police Department is supposedly being taken over by a private force is extremely worrying, wouldn't you think?
And this in one of the largest 'democracies' in the World?
If this actually happens, the results (once the model became widespread) would make what happened in the former Yugoslavia look like a training exercise.
It is for that reason (whether the takeover of the police force is a rumour or not) that this thread is extremely important...because this could be the beginning of something happening across the Western World (if not, then the English-speaking countries).

I'm not trying to belittle the trauma experienced in your country at all.

I realize things are, in fact, tied together...and APF having the symbol is part of it. This (why APF has Sebia symbol - the 'head guy' has russian accent - Obama's plan to privitize all police in US, etc.) can be brought into the topic, because it is part of 'the story.'

However, going back and forth, and making rude statements, putting down people simply because they are from or living somewhere is not only ridiculously inaccurate, but those things are not part of the story - neither is Serbia History for that matter, because all Serbian actions are taken through govt (just like everywhere else).

The Republic uSA (united States of America) is a Republic, where 99% cannot take away the rights of 1%. However, the Republic govt seats are empty...and the only thing in place right now is the US (bankrupt corporation) which operates as a Democracy.

Thank you for the clarification on what accent it was that I heard...please understand I get accents (usually done poorly) from mostly tv/movies...I have not met a lot of Russians, but the one's I have met, they all "sounded" different (guess it's like the Northeast accent in comparison to the southern states accents here...Wyoming has a different accent to Montana and they are right next to each other LOL)

I am sorry to hear you have been in "hell" for 18 years. I have no doubt you believe it is because of "USA". However, a Republic and a Democracy are not the same thing, so by stating US is a "democratic republic" is an oxymoron. (No, I am not calling anyone a moron, nor an oxy).

I have no democratic dollars...what we are given to use in commerce are Federal Reserve Notes (fiat currency). A certain amount is withheld on each paycheck (in the supposed form of tax but it is really a usage fee for using the FRN's). We do not get to say what each of the dollars they keep from us will be used for. If given that opportunity, I know what I would put my dollars up for.

I have known many people who were in different "wars/conflicts" and who have been injured or killed. I do not and will not blame the people in that country...I blame my own govt for participating in it.

On all sides of war/conflict, it is the people that are used, and manipulated, and forced to do what the govt tells them to do.

My question is...what would happen if all of us people didn't sign up for the military? There would be no wars because the govt's wouldn't have any pawns to play with.

A democracy is "government by the people or its representatives...control of an organisation by its members".
By definition, a republic (France, Italy), is also a democracy, so is a constitutional monarchy, (UK, Netherlands) or a Federal Republic (Germany, USA).
These people all vote, don't they?
The only real difference is the percentage by which a vote is passed (normally 51% for a democracy, though 66% or 2/3 for a republic).

BILLINGS, Mont. — BILLINGS, Mont. — An obscure California company run by an ex-convict with a history of fraud has dropped its effort to take over a beleaguered Montana jail, days after state officials launched an investigation.

The project has been dogged by a series of damaging revelations about the company, American Police Force, ever since officials in the rural town of Hardin announced with great fanfare last month that they had secured a $2.6 million deal to fill the jail.

An Associated Press investigation of American Police Force, including the criminal background of its founder, cast serious doubts about the legitimacy of the company, and its jail management proposal quickly spiraled toward its death.

American Police Force had faced a Monday deadline from the Montana attorney general's office to reveal its financial backers. A spokesman for Attorney General Steve Bullock said the demand for information was still pending.

Becky Shay, spokeswoman for the company, said Friday the deal with Hardin had "gone sour" after media revelations about the founder, Michael Hilton. But she insisted the company's intentions had been honest.

"Two Rivers deserves a considerably less-controversial partner," she said of Hardin's economic development agency, which owns the 464-bed jail. "There was never any fraudulent intention."

The jail has been vacant since its completion two years ago. After looking for prisoners from Vermont to Alaska, officials were so desperate to fill it with inmates that they floated the idea that it could hold terrorists from Guantanamo Bay.
The AP's inquiry found that Hilton has gone by at least 17 aliases and has a history of fraud and theft dating back to at least 1988. He spent three years in prison in California and has $1.1 million in outstanding civil judgments against him.

Hilton later acknowledged offering a job to the wife of the executive director of Two Rivers Authority. That official, Greg Smith, resigned Monday. His wife, Kerri Smith, is a finalist in Hardin's upcoming mayoral election. They have not returned requests for comment.
"They became part of the conspiracy. They became apologists," he said of Peterson and others involved in the deal.

Schweitzer added that Hardin residents "need some people to represent them that have some business skills, that are honest and have integrity."

It is unknown who invested money in American Police Force or how much Hilton personally put into the effort. He previously described his investors as "friends and family" and companies with which he was associated.
As part of that scheme, Earnhart said he and several others involved were also given a Mercedes by Hilton. He said his vehicle was repossessed days after he got it.

A judge last week ordered Hilton to appear in California Superior Court in Los Angeles on Oct. 27, over a $340,000 outstanding judgment he owes in Earnhart's case.

"He had me under his spell," Earnhart said of Hilton in a recent interview. "That prison (the Hardin jail) — he should be in it."
