"Worried residents thought their rubbish was being stolen when council 'spies' dressed in hoodies started rifling through their bins.
Concerned neighbours saw mysterious men emptying their bins into black sacks and loading them into an unmarked white van.
When homeowners questioned the official binmen an hour later they learned their council was conducting a survey of what was being thrown away.
The 'spies' were part of a week-long waste analysis study by the Northamptonshire Waste Partnership, a collaboration of eight local authorities working to reduce rubbish going to landfill. An external contractor was told to go through the bins of residents."

anyone is welcome to go through my bin, because it is mixed up with cat poo/wee and it stinks to high heaven, lol
just make your bin really stinky, even old left-over food will do.
make it stinky and then who will want to look in your bin, lol.
In fact, who would want to look in anyones bin?
everybody nowadays would know not to put anything that matters into a bin..
well, you would think so.... shrugs...

Probably a 'fishing trip'. Wait until the bins and packaging barcodes are replaced with RFID senders, and the lorry reads your bin ID and logs it's contents at Council HQ for 8 years! You will have to disclose this to get health insurance etc... and they will send round officials to re-educate you if they spot a trend that is outside the control limits.
