Orange County, which already has one of the nation's most aggressive programs for taking DNA samples from convicts, has quietly begun offering a deal to some people who have only been arrested: give a DNA sample and have your charges dropped.
The district attorney's office, which runs its own database, has started expanding its program by handling some cases "informally," Orange County Dist. Atty. Tony Rackauckas told the Board of Supervisors this week. In those cases, if a person who has been arrested agrees to give a DNA sample, "we would not even file" charges.

This is similar to what is happening in the uk.
ANY arrestable offence and you have to give a sample, even if your not guilty.

so does that mean if i go on a rampage killing spree, i can get charges dropped just for some DNA? lol
isn't this blackmail? since the charge can't be that serious if it can be dropped, just like that.

It's an attempt to contract.
Empty threats of arrest that will be 'dropped' if you provide your DNA.
quid pro quo.
Of course, if the charges were legit, the deal wouldn't be offered.
It's the THREAT or perceived threat of the charges that makes it look like a fair and equitable deal.
Dancing with the devil.
Most people will be fooled into taking it.
The perceived threat is greater than the information given in exchange.
Those who fall for it;
1. do not value their DNA as highly as they should
2. do not see the threat as the illusion it is and instead are blinded by the fear of the imagined.

a close friend of mine was spotted by a cctv camera having a sneaky wee down a dark alley last saturday evening and before he had finished he was
swooped on by two police cars the officers told him he was in contravention
and subject to an £80 on the spot fine which he declined to pay. at this point they called in a meat wagon and he was whisked off to the station,
photgraphed, finger printed and had a dna swab taken. when his details
were entered in the system a conviction from 1974 [ £10 fine for possession of marijuana ] came up on the screen. he is currently seeking legal advice
to get the dna sample fingerprints and mugshots removed from the database.
as far as i am aware he has not been charged.

How can they pretend to justify this? If confirmation were needed that there's an ulterior motive for their wanting everyone's DNA on file, here it is, in flashing neon lights.

Just a 'crazy' thought and question;
If all DNA is held in a database, would this give the population cullers, the mad scientists and the eugenics nazis the information required, to tailor make gene specific biochemical weapons, so that specific sectors of the population could be targeted?

Would make their job of 'framing' people very easy. I mean if they find DNA evidence at a crime scene and the public knows that DNA is as close to 100% in proving the suspect was there.
Once they have all of our DNA evidence they can pick and choose who gets convicted of crimes. Very scary stuff.

I think with the dna information, they could not only genetically modify the food that goes into the supermarkets to target specific people and not others but they could also use it to tune into the specific mind fields that the cells communicate with and retrieve info or even upload the data.
The indications for this being a possibility are the stories we get after organ transplants and even the stories from cannibal tribes that relate the acquiring of traits from the individual from which the genetic material came from.

I was under the impression that all criminals had to give DNA, such as fingerprints already, I dont understand how this is different, unless they plan to chip them aswell.

Then you have been tricked by the spin and propaganda.
Consent for DNA is still required.
There may be some exceptions, but they are the exceptions.
