The article's worded in a misleading way.

It states that the police quickly arrested the two youths responsible. But if there's insufficient evidence to warrant a court case, how does the reporter know those arrested were the ones responsible? Isn't that the kind of unproved allegation (and therefore libel) that should land the newpaper in the dock?
