Most people within the entire power pyramid are likely ordinary people, and not fascists, and the only thing that keeps the entire pyramid together is the fear of the dictators 'above' them. There would be a massive change if people simply began to question that kind of dictatorship. The collapse of the power pyramid would be..........almost............automatic:
