Was Typhoon Morakot Man Made?

I was looking at the pictures of Typhoon Morakot that hit China today. Are these natural cloud formations? Did they contribute to it, or perhaps it was done to reduce it's intensity?

Ive seen the ones that look like rippled sand here in n.e england a few times this summer, found them strange at the time. About 6 weeks ago first saw them.
