The source is a poll conducted for the Financial Times. In this game attitudes are the whole deal. There are 6 billion people on this planet and nothing gets done without their consent, be it by trickery, self-interest or any other reason. The second point is once the momentum in PR is lost it can often swing to the opposite extreme, i.e. overshoot its equilibrium position.

How do you know all of this? Public opinion is like a huge mass. You can push and push like mad and it won't budge very far. Have you ever tried to push a 50 ft long boat in water? Giving it one big push is not going to move it, the way to move it is a moderate and sustained force over a long period of time. It has very slow acceleration due to its mass but once it starts to move it will be just as difficult to stop it. Another factor is everyone needs to push in the same direction and at the same time. You sound like a defeatist.
