yeh exactly. it illustrates the fact that it's not a matter of 'highest rank' or 'authority', but simply being kept in the loop which moles like cheney and rumsfeld were kept in on. strategically placed moles is all it takes, not thousands of firefighters, the whole of congress, the entire military, air defense and so on. strategic moles and strategic diversions to hinder and/or distract those people in 'the system' who might have been able to do something about it (like sending fighter pilots off on simulations of the exact event that was actually happening!).
then again... a simple stand down order is also effective, huh, Mr Cheney?
