This building had same design as the WTC, but withstood a blazing two day fire.

Maybe there is more to the WTC collapse?

The Madrid windsor tower was not like WTC1, WTC2 or WTC7 because it had a concrete core (http://www.iklimnet.com/hotelfires/windsor_madrid.html):

The building had a concrete central core with two rows of reinforced concrete columns in the north-south direction, aligned with the core side walls. The structure above ground was characterised by two transition floors at 3rd and 17th Floor levels, which housed plant and services.


The collapsed upper portion of the building (clearly seen in the photograph in the opening post) was the result of structural steel failing at about the 5-hour mark. Timeline here. (http://www.iklimnet.com/hotelfires/madrid_winsdor_fire_2.html)

Regarding the failure of the steel, the engineering firm Arup has this to say (http://www.iklimnet.com/hotelfires/windsor_madrid.html):

The steel perimeter columns, even if they had been protected, or even concrete columns, would not necessarily be expected to survive the effects of such a 10-storey blaze.

It was the concrete core and robust firefighting efforts that prevented the global collapse of the Madrid Windsor building. The situation on 9/11 was drastically different on both counts. Not to mention plane impacts for WTC1 and WTC2 and debris damage for WTC7.

Another close call was the One Meridia Plaza fire (http://www.iklimnet.com/hotelfires/meridienplaza_thefire.html) in Philadelphia. Despite hours of robust firefighting efforts, the firefighters were eventually pulled back (did I just say "pull"? :D) because a structural engineer on the scene feared the building might collapse.

Firefighting Operations Suspended

All interior firefighting efforts were halted after almost 11 hours of uninterrupted fire in the building. Consultation with a structural engineer and structural damage observed by units operating in the building led to the belief that there was a possibility of a pancake structural collapse of the fire damaged floors. Bearing this risk in mind along with the loss of three personnel and the lack of progress against the fire despite having secured adequate water pressure and flow for interior fire streams, an order was given to evacuate the building at 0700 on February 24. At the time of the evacuation, the fire appeared to be under control on the 22nd though 24th floors. It continued to bum on floors 25 and 26 and was spreading upward. There was a heavy smoke condition throughout most of the upper floors. The evacuation was completed by 0730.

Structural engineers take the risk that fire poses to large structures very seriously. Those buildings are very carefully designed to be resistant to collapse due to fires. But no building can be made impervious to collapse due to fire under exceptional circumstances.

And the circumstances on 9/11 were indeed exceptional.
