The star signs/horoscope of nations & cultures

An astrologer once told me that, broadly speaking, different nations and cultures are 'governed' (in astrological terms) by a particular star sign or planet. i.e., the national character and temperament that seems to typify a nation. The USA was described to me as being very Jupiterian, for example. I wondered what your thoughts were on this?

of interest now is the movement of pluto to where it was at the 'birth' of the american nation.
