PCN: Freeman Question confuses TRANSPORTforLONDON

It is clear and apparent that QUESTIONS hold the power, QUESTION dictate the flow and outcome.
So in ALL communications or transactions with any 'authority' remember that we are the ones who
need to stay with the process and just ASK...

This can often take odd and off-purpose detours. Any idea why this has become a FREEDOM of INFORMATION request?

I wrote the following (via email), to Transport for London:

... Can you clarify for me, to assist in my comprehension, the legal meaning of the term "Traffic Management Act 2004" and specifically the "Act" part... what is an "Act" speaking in the context of Law.

Within the Act you mention, which section, sub-section or any amendment says that it allows you to circumvent the 'Bill of Rights Act 1689' part of Common Law - the law of our land, which states:

12. That all Grants and Promises of Fines and Forfeitures of particular persons before Conviction are illegal and void.

Therefore in your reply can you define clearly which Law I have broken?
