Looks to me like a seal, probably cut underneath to seperate it's tail into what would appear to be legs, but with it's head cut off and a sheep skull or something pushed into the opening created.

I didn't watch the video it wouldn't show.

I'm moving on now though.

Its teeth don't look like those of a sheep to me though. I don't recognise what creatures they do look like if it's some frankenstein, patchwork type thing, as some are suggesting.

To me it resembles a North American Raccoon, the teeth look omnivorous too.
The part they seem to be calling a beak, looks more like the frontal part of a raccoon skull.

How it got there, I think it was unlucky and mistakenly hitched a ride on a New York trash barge, lured on by the tasty treats. The poor thing could have been dumped out in the open ocean, drowned, and was pulled back to Long Island New York by the current. When it died, the bacteria in it's gut started to consume it from the inside out, causing it to bloat and float up to the surface. The water there is pretty cold, and it might explain how some of it looks blue, and the other part looks as if it were sun baked for a long time. I think when it was finally washed ashore, the dry sandy condition slowed down the decomposition process, giving it a creepy mummy look.

I remember reading a few things about this several months ago, and there was something to do with some animal testing lab on long Island. Maybe it is a Chimera science experiment? Judging by the bone structure and my personal experiences crossing raccoon corpses in the wild, I think it looks looks like a long dead bloated raccoon that was out at sea for too long. :)
